The four vibrant, committed democracies spanning the Indo-PacificIndia, USA, Japan and Australia have joined hands in a Track II dialogue to discuss their common security interests, including management of the China challenge, in what has come to be known as the Quad. In 2013, The Heritage Foundation, Vivekananda International Foundation (VIF), The Tokyo Foundation and the Australian Strategic Policy Institute (ASPI) came together in Canberra, Australia to reinvigorate efforts for the Quadrilateral Strategic Dialogue. In an effort to expand the dialogue to other democracies with a strategic stake, scholars from the Philippines and Indonesia were also included. The day-and-a-half Quad Plus Dialogue revolved around several papers prepared by select participants, discussants assigned to critique the papers, and roundtable discussion. The plan of the partner organisations is to continue the dialogue indefinitely on an annual basis and rotate the plus role among other democratic stakeholders in the region. Other early aviators and barnstormers began using Franing Field, and it soon became known as Moline Airport. While US-centred bilateralism and ASEAN-led multilateralism have largely dominated the post-Cold War regional security architecture in the Indo-Pacific, increasing doubts about their effectiveness have resulted in countries turning to alternative forms of cooperation, such as minilateral arrangements. Compared to multilateral groupings, minilateral platforms are smaller in size, as well as more exclusive, flexible and functional. Both China and the US have contributed to minilateral initiatives in the Indo-Pacific. In the case of the former, there is the Lancang-Mekong Cooperation mechanism—involving China, Cambodia, Laos, Myanmar, Thailand and Vietnam—established in 2015. In the case of the latter, there has been a revival of the Quadrilateral Security Dialogue in 2017—involving the US, Australia, Japan and India. This book frames the Armenian-Azerbaijani conflict over Nagorno-Karabakh in the context of European and international security. It is the first book to focus on the politics of the conflict rather than the dispute itself. Since their emergence twenty years ago, this and other “frozen conflicts” of Eurasia have been affected by transformations in European security, and many ways absorbed into an ever fiercer geopolitical struggle for influence. The wars in Georgia and Ukraine brought greater attention to some unresolved conflicts, but not to the conflict between Armenia and Azerbaijan. As the contributors to this volume argue, the conflict merits much greater European attention, for several reasons: it is on a path of escalation, existing mediation regimes are dysfunctional, and as both Georgia and Ukraine have showed, any outbreak of serious fighting will force the EU to respond. " Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. Among other findings, the authors express concern that U.S. policy has become too concentrated on defense and security, to the detriment of diplomacy and development, allowing China to fill the soft power vacuum and capture the narrative through its signature Belt and Road Initiative. The COVID-19 pandemic has only increased the policy challenges for Washington as China recovers faster from the outbreak, reinforcing its already advantaged economic position and advancing its strategicgoals as a result. As the Biden administration begins to formulate its strategy for the region, it would do well to consider these findings and the related policy recommendations that appear in this volume.
