In this provocative analysis of global politics, the anthropologist Marc Abélès argues that the meaning and aims of political action have radically changed in the era of globalization. As dangers such as terrorism and global warming have moved to the fore of global consciousness, foreboding has replaced the belief that tomorrow will be better than today. Survival, outlasting the uncertainties and threats of a precarious future, has supplanted harmonious coexistence as the primary goal of politics. Abélès contends that this political reorientation has changed our priorities and modes of political action, and generated new debates and initiatives. The proliferation of supranational and transnational organizations—from the European Union to the World Trade Organization (WTO) to Oxfam—is the visible effect of this radical transformation in our relationship to the political realm. Areas of governance as diverse as the economy, the environment, and human rights have been partially taken over by such agencies. Non-governmental organizations in particular have become linked with the mindset of risk and uncertainty; they both reflect and help produce the politics of survival. This book examines the responses to U.S. power in the two areas of the world where U.S. primacy was first successfully consolidated: East Asia and Latin America. The U.S. has faced no comparably powerful challengers to the exercise of its power in Latin America for much of the past century. It established its primacy over much of East Asia in the aftermath of WW II and extended its influence in the late 1970's and after the end of the Vietnam War through its entente with China to balance the Soviet Union. By contrast, the U.S. has always encountered rivals and challengers in Europe, has attempted unsuccessfully thus far to impose its primacy in the Middle East, and has paid only intermittent attention to South Asia and Africa. The essays in this volume will explore three important themes 1.) How do region-wide economic trends and arrangements sustain or modify U.S. influence in the region? 2.) How do rising powers in these regions (Japan, China, Brazil) reshape their policies to cope with the U.S. and 3.) How do new (South Korea) and old (Cuba) challengers to U.S. power shape their policies to account for the unrivaled exercise of U.S. power. This collection will place the United States at the hub of relations with countries in East Asia and Latin America and examine the new policies and new styles of engagement that are employed to address the prolonged U.S. interest in these areas-approaches from which the rest of the world might learn.

There has been a major revival of interest in State Capitalism: What it is, where it is found, and why it is seemingly becoming more ubiquitous. As a concept, it has evolved from radical critiques of the Soviet Union, to being deployed by neo-liberals to describe market reforms deemed imperfect, to settle into a middle ground, as a pragmatic way to describe the state assuming a role as an active economic agent, in addition to its regulatory, social, and security functions. The latter is the central focus of this book, although due attention is accorded to the origins of state capitalism and how it has changed over the years, as well as contemporary ways in which state capitalism may be theorized. This economic agency may assume direct forms, for example, via state owned enterprises. However, it may also be indirect, for example, actively serving private interests through promoting insider firms, who may occupy monopolistic market positions and perform outsourced state functions. In turn, this leads to raise salient governance questions. The latter may encompass agency tensions between public ownership, and political or even private interest control; it may also include issues of transparency and monitoring. Although state capitalism has often been depicted as the preserve of states in the global south, be they developmental or predatory, many forms of state capitalism are visible in mature economies, be they liberal or coordinated, and this is not always associated with superior governance arrangements; indeed, this is an area where clear and easy divisions between the developing or emerging world and the developed or mature world may increasingly be breaking down. This volume brings together the accounts of leading experts from around the world; it is explicitly multi-disciplinary, and both consolidates the exiting knowledge base, and provides new, novel, and counter-intuitive insights.
