The work endeavours to assess the impact of EU funded research on both, social science policy research and the policy making process at national level. Attempts, in the past, to include the social sciences in the decision making process have raised questions about the validity of scientific knowledge, in terms of its objectivity, and in terms of its legitimizing element. The starting point of this investigation, therefore, is the relationship between research and policy making. Subsequently, it considers the development of social science research in the field of immigration. At EU level it analyses the changes in the dynamics of migration and how the EU research Framework Programmes have responded. At national level it seeks to place the concept of citizenship and nationality law within the tradition of the social sciences in Italy and to understand how social science research has contributed to the development of policies. The investigation also analyses the research policy approach at institutional level in Italy and the involvement of Italian universities and organizations in the FP6 and FP7 to determine if there takes place an internationalization/Europeanization of social science research on immigration and/or the construction of a ‘non-national discourse’. There is a formation of a discourse in the field of immigration research which follows the Commission directives but due to the Italian policy making process closed to academic and experts influence this discourse does not permeate the process of immigration policies making.

Why are there such large gaps between migration debates and migration realities, and how can they be reduced? Bridging the Gaps: Linking Research to Public Debates and Policy Making on Migration and Integration provides a unique set of testimonies and analyses of these questions by researchers and policy experts who have been deeply involved in attempts to link social science research to public policies. Bridging the Gaps argues that we must go beyond the prevailing focus on the research-policy nexus by considering how the media, public opinion, and other dimensions of public debates can interact with research and policy-processes. The chapters provide theoretical analyses and personal assessments of the successes and failures of past efforts to link research to public debates and policy-making on migration and integration in six different countries - Germany, the Netherlands, Norway, Sweden, the United Kingdom, and the United States - as well as in European and global governance debates. This open access book explores how research and policymaking in the field of migrant integration have developed historically and how this interrelationship plays out in the strongly politicised climate of opinions on migration in Europe. It features interdisciplinary theoretical contributions as well as original empirical studies on research-policy dialogues at both the EU and country level. The chapters study not only how the dialogue between research and policy is structured (such as advisory bodies, research agencies, and ad-hoc committees), but also how these dialogues affect policymaking and the development of migrant integration research itself as well. The analysis reveals profound changes in the dialogue structures associated with the research-policy nexus in the domain of migrant integration. On the one hand, dialogue structures have become more ad-hoc, often established in response to distinct political events or to specific problems. On the other, politicisation has not thwarted all efforts to develop more institutionalised dialogue structures between producers and users of knowledge. In addition, research has contributed to policymaking in very different ways in various European countries. This book fills a significant lacuna in our understanding of the refugee crisis by analyzing the dynamics that lie behind fifteen years of asylum policies in the European Union. It sheds light on why cooperation has led to reinforced refugee protection on paper but has failed to provide it in practice. Offering innovative empirical, theoretical and methodological research on this crucial topic, it argues that the different asylum systems and priorities of the various Member States explain the EU's lack of initiative in responding to this humanitarian emergency. The author demonstrates that the strong regulators of North-Western Europe have used their powerful bargaining positions to shape EU asylum policies decisively, which has allowed them to impose their will on Member States in South-Eastern Europe. These latter countries, having barely made a mark on EU policies, are now facing significant difficulties in implementing them. The EU will only identify potential solutions to the crisis, the author concludes, when it takes these disparities into account and establishes a functioning common refugee policy. This novel work will appeal to students and scholars of politics, immigration and asylum in the EU.
