The UAV is one area in which the People's Republic of China, and the PLA in specific, has invested significant time and effort. The PRC is the world's largest producer of UAVs at this time, and captures a vast portion of the commercial market, as well as the military one. While it is important to keep the commercial aspects in mind, this particular paper will focus on military UAVs, their development, deployments, and current and potential uses on the battlefield of today and tomorrow. The paper seeks to serve as a starting point to understand this growing field, and to give analysts a common baseline from which to work, and from which to judge growth, both rapidity and complexity, in the future.

China has emerged as a major regional power and has clear aspirations to be a global power in the not too distant future. Comprehensive military modernisation programs, sustained economic, scientific and technological developments have substantially elevated China’s international profile. For the past three decades, China has been modernising its strategic weaponry and enhancing the capabilities of its nuclear warheads. It has also been developing new and complex military platforms that would be of great value to joint operations warfare. The decade from 2011 through 2020 will prove critical to the PLA as it attempts to integrate many new and complex platforms, and to adopt modern operational concepts, including network-centric warfare. China’s air force is in the midst of a transformation. A decade ago, it was an antiquated service equipped almost exclusively with weapons based on 1950s-era Soviet designs and operated by personnel with questionable training according to outdated employment concepts. Today, the PLAAF appears to be on its way to becoming a modern, highly capable air force for the 21st century. The PLA Air Force has continued expanding its inventory of long-range, advanced SAM systems and now possesses one of the largest such forces in the world. The January 2011 flight test of China’s next generation fighter prototype, the J-20, highlights China’s ambition to produce a fighter aircraft that incorporates stealth attributes, advanced avionics, and super-cruise capable engines over the next several years. China is upgrading its B-6 bomber fleet with a new, longer-range variant that will be armed with a new long-range cruise missile. China’s aviation industry is developing several types of airborne early warning and control system (AWACS) aircraft. These include the KJ-200, based on the Y-8 airframe, for AWACS as well as intelligence collection and maritime surveillance, and the KJ-2000, based on a modified Russian IL-76 airframe. China can decisively defeat India in any nuclear confrontation, but is currently unable to match the IAF in any conventional conflict, specifically along the border region of the Himalayas. Also, the IAF has greater experience than PLAAF in actual combat operations with its many conflicts; India is gradually building powerful military capabilities in tune with its expanding geopolitical interests, even as the eastern and western fronts are being strengthened to deter the twin Pakistan-China threat. IAF is on the path to transform into a true aerospace power with the capability to rapidly deploy and operate at great distances. As for the two-front challenge, apart from progressively basing Sukhoi-30MKI fighters and missile squadrons in the two theatres, the plan also includes upgrading the airfields and advanced landing grounds in the sectors in order to give both defensive and offensive options. It is important for India to realise the relevance of Chinese achievements in space technologies and to critically view and analyse Chinese achievements in the area of manned space missions In order to achieve further success in the space arena, developments in cryogenic technology are important for India. These should be pursued in order to develop the capability of launching 4-5 ton satellites, which will help in achieving a greater commercial edge. Programmes like moon and mars missions, using robotic technologies, are also important in order to know more about the nature of resources, especially minerals, available on these bodies and undertaking their mining. It is also important to work towards launching satellites for India’s armed forces, which will help gain an advantage over adversaries. The book is an attempt to analyse the strategic importance of rising economic, political and military stature of China with a view to understand its regional and global implications in a new world order. As a rational actor in a chaotic world, China will defend its security interests at all costs. Besides undertaking a comprehensive modernisation of its armed forces, China is developing a series of offensive space capabilities while advocating the peaceful use of outer space. The book will be of immense value not only to the readers of the countries in the immediate neighbourhood of China, but to the strategic community across the globe since rise of China and other major Asian players including India will shape the strategic international environment in the decades to come during this century. It is hoped that the book will contribute to the understanding of the growing importance of integration of air and space and the fact that aerospace has truly become the new theatre of war and thereby establishing a new milestone in mankind’s history of warfare. The unifying space dimension will remain the single most important source for information and communication which can be used in multiple forms. The threat of an attack involving an unmanned system armed with a weapon of mass destruction is a present one. With two million drones projected to be flying US skies in 2020, unmanned aircraft systems in the air domain pose a significant challenge to the nation’s security. Other technological advancements, such as artificial intelligence, combined with unmanned systems, have transformed the threat’s very nature, yet the skies are not the only domain of concern. The technology is also developing rapidly in unmanned undersea and surface systems, expanding potential weapons of mass destruction delivery options. This publication is an examination of unmanned aerial systems (UAS), unmanned surface systems (USS), and unmanned undersea systems (UUS). The technological innovation that led to the global commercialization of UAS is underway with USS and UUS. Until recently, no known scholarly studies existed that examined the vulnerabilities of one sector of US critical infrastructure to attack by UAS until A Phenomenological Examination of US Nuclear Power Plants to Attack by Unmanned Aerial Systems was published late in 2020. According to the Nuclear Regulatory Commission (NRC), there had been fifty-seven UAS incursions over twenty-four US nuclear power plants in the past five years, representing one of sixteen sectors of US critical infrastructure (Gardiner 2016; Rogoway and Trevithick 2020; Hambling 2020). Federal departments and organizations have largely ignored the threat potential that UAS pose despite the strategic guidance laid out in the 2017 National Security Strategy of the US. The nation’s national security demands a close examination of the vulnerabilities and is immediately working to close those security gaps. This publication will focus on the emergency of new UAS capabilities and highlight the latest technologies, capabilities, and the significant national security threat implications that UAS, USS, and UUS platforms represent to US critical infrastructure.

Deployed by the US military in counter-insurgency and stabilisation campaigns, unmanned air power has been widely hailed as a revolutionary instrument of modern warfare. Its development has given rise to debates about the ethics of "targeted killing" strikes, the challenges for sovereignty and international law, and the role of autonomy in future weapons. However, this has obscured earlier lessons about drones from decades of trial and error, as well as the enduring challenges which lay ahead for this technology. Less discussed is the way drones can be harnessed by other countries for military doctrine and war-fighting concepts, and how this could shape the international security landscape. As this technology spreads across the world, embraced by military forces and incorporated into their force structures, these questions have become more urgent. Among the countries exploring the possibilities of drone air power in the years ahead, the People's Republic of China (PRC) stands out for its ambition. This book assesses the role of drone air power in China's military - its early history, operational deployment, technology development, future capability options, and strategic consequences. By examining the innovation of early drone prototypes over the course of the 20th century, this book first identifies the conditions required for indigenous development of unmanned technology for air power. It then examines whether China is capable of surmounting these challenges, demonstrating that a range of functions - aviation skills and industry R&D, military organisation and planning, space communications, training and deployment opportunities - have been mastered by China. These emerging drone capabilities are compared with the latest research in unmanned technology, which China seems capable of emulating over time, albeit with some weaknesses in procurement. Finally, China's drone capabilities are applied to its foreign policy context, in order to tease out some of the circumstances in which this technology might be used, and its likely impact on regional security. Unmanned technology is a valued part of China's military modernisation drive. So far, the country has largely borrowed from the example of the US military, although in some areas of drone procurement, China appears posed to strike out on its own path. Already, modern vehicles have been fielded in a limited capacity, and this will certainly expand in the years to come as the drone programme reflects China's desire to incorporate the latest aviation technology from the commercial sectors to strengthen its military posture and conventional deterrence. The pattern of deployment and decision-making reflected in China's use of drones suggests that the country remains cautious about the strategic implications of unmanned air power. But an analysis of the regional security landscape suggests there are some concerns on the horizon which should be the subject of discussion and clarification with China, including arms control measures and escalation control for regional contingencies.
