"These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. This report from the Treasury Committee examines the recent economic analysis and assessment of the UK economy as outlined in the 2006 pre-budget report, and sets out a number of conclusions and recommendations, including: the Committee welcomes the recent rise in the growth rate of business investment, but with the caveat that the downside risk as highlighted in a previous weakness for business investment, remains unexplained; that several risks exist around the consumption growth forecast, including the potential of house prices to fall, and the increase of personal insolvency; the employment rate rise is commended, but a lack of migration statistics in relation to the labour market, means an overall assessment is not possible; although an improved forecast for economic growth in 2006, the Treasury has not forecast an improvement in the fiscal position; the Government appears to be on track to meet the golden rule in the current economic cycle, but will start the next economic cycle with its current budget in deficit; the Committee recommends also that the Treasury, in future Budgets and Pre-Budget reports provide a fuller explanation of its current forecast of the start and end dates of the current economic cycle; also, future Budget and Pre-Budget reports should provide a breakdown of reported efficiency gains by department, and further to enhance transparency and enable effective scrutiny, the Treasury should require departments in their departmental annual reports and Autumn Performance reports in 2007 and in later years to provide consistent and comprehensive information on progress against efficiency targets; the Committee expressed dissatisfaction at the lateness and vagueness of information in relation to expenditure on education, but approved the early announcement of capital spending plans for education up to 2010-11; the Committee though does welcome the Government's decision to commission and publish a range of reviews informing future economic policy, including tax policy; the Pre-Budget report is seen as an effective instrument of fiscal consultation, but this could be enhanced if Parliament and the public were given greater notice of the date of the report, perhaps 4 weeks before the statement is due to be made; where tax changes carry significant risk of forestalling activity or distorting market behaviour, such as the unusual timing and implementation of the increases in Air Passenger Duty, the Committee feels, as a general rule, that those increases should not come into force until the House of Commons has had an opportunity to come to a formal decision on such an increase.

With just over 50 complaints from Members in response to the exercise of which half were followed up. This resulted in answers for Members on a number of occasions in circumstances where they would otherwise have found difficult or impossible to follow up on an inadequate response. The exercise will now come to an end and be put on a more permanent footing.In consideration of a memorandum from the Leader of the House providing statistics on the time taken to respond to WPQs in 2010-12, the committee has sought explanations from Ministers in charge of poorly performing departments for the level of performance in the memorandum and what steps are being taken to improve these levels. The Department for Education had a particularly poor performance and evidence was taken from the Parliamentary Under Secretary and a senior official in the Department which the Committee found unsatisfactory with and so a follow up session with the Permanent Secretary and Secretary of State was undertaken. The Committee will continue its interest in the answering performance of this Department and hold it to further account should its performance not improve markedly.

Many aspects of government budgeting compare well with good budgeting practice - particularly in support of the Treasury's objective to control spending. In 2012-13, the Government expects to spend £683 billion. The Treasury designs and manages the Government's budgetary system; departments manage their spending within the rules Treasury sets.
