Excerpt from The Pacific, Its Past and Future: And the Policy of the Great Powers From the Eighteenth Century This volume was intended to be a short history of British policy in the Pacific, a policy which has been very little understood and very much misunderstood. But British policy is so much interwoven with that of the other great powers that the scope of the book was necessarily widened to embrace the whole subject. That the atmosphere of a great war is not the best for the historical treatment of questions in which more than one of the belligerents is involved, is evident from the common disposition on the part of recent writers to interpret the past policy of Germany in the light of what she has done since. It must be confessed, however, that German diplomacy in 1884 and in 1914 exhibits the same general character. Another temptation which the author has endeavoured to resist is that of digressing into certain of the more interesting aspects of the subject in greater detail than the limits of the volume 'will permit. He can only hope that such engrossing economic problems as Asiatic emigration and the relationship of the two Far Eastern powers with Europe will be treated historically by some future student. In no other sphere of human activities are people as prone to nourish ihusions as in the domain of phenomena affecting the common wealth as a whole. To nourish such illusions is, however, as dangerous an error as to approach a precipice blindfolded. For this reason the author has aimed chiefly at restricting himself to the realm of realities in dealing with the problem of the Pacific. One of these realities is the necessity of all international agreements being backed by actual force. We may deplore this fact the more bitterly that 'mankind has but recently suffered such heavy losses in blood and treasure but such is the present condition of the world, and it must be taken into account, more especially in a treatise, for such is the primary principal of positive science in search of the truth. The realities of so vast a problem as that of the Pacific can only be understood if the investigator embraces the entire field of social, economic, political and military conditions appertaining to the problem. The view hasrecently become prevalent that he who speaks of military power is a militarist. This, how ever, is as great a fallacy as the reverse assertion that he who talks of nothing but peace is a pacifist. Truth, even bitter truth, is better than the most high-minded fallacy. Most of the specimens belong to the Ascidiacea, but a small number are pelagic tunicates, including Appendicularia, Thaliacea, and Pyrosomata.
