The North Sea, one of the most intensively used sea-areas in the world, may well be one of the most intensively regulated sea-areas as well. As human activity developed in the North Sea national & later international regulations followed these developments. The result has been what is commonly called a piecemeal approach. The legal regime of the North Sea has developed in an incremental manner. Thus one conventional instrument after the other, covering different user-functions like vessel-source pollution, fisheries, ocean dumping & land-based pollution, was adopted. In contrast to more modern approaches these legal instruments have their own framework. The result is that the instruments are scattered in many different documents, & even for the more well informed North Sea watcher it is difficult to obtain a comprehensive overview of the regulatory instruments. The North Sea: Basic Legal Documents on Regional Environmental Co-operation offers a comprehensive view of the instruments dealing with all sources of marine pollution in the North Sea, be they ocean dumping, land-based pollution or vessel-source pollution. The book contains many legal documents, including maps & tables. It also contains non-conventional instruments such as the texts of the declarations of the International North Sea Conferences, held between 1984 & 1990, & recommendations & decisions of e.g. the Paris Commission on Land-Based Pollution & the Oslo Commission on Dumping. Furthermore the book contains documentation on relatively new areas of environmental concern in the North Sea region, i.e. nature conservation & management of living resources. The book supplements The North Sea: Perspectives on Regional Environmental Co-operation also edited by David Freestone & Ton IJlstra which contains 26 essays on legal & policy aspects of environmental protection in the North Sea.

Every year in the UK, hundreds of workers are killed just doing their jobs, thousands more die of illnesses caused by their work and tens of thousands suffer major injuries such as amputations, loss of sight, serious burns, and so on. Worldwide, two million people are killed by work each year. Yet with the exception of high profile cases such as the gas leak at Bhopal, India, which killed tens of thousands, this crime wave fails to attract the interest of the politicians, the media or - least forgiveably of all - the knowledge industry of criminology. This book is concerned with crimes against worker and public safety, providing an account and analysis of this increasingly important field, and setting this within the broader context of corporate and white-collar crime. It uses case studies and original analyses of official data to illustrate key points and themes, drawing upon both well known and high profile instances of safety crimes as well the mass of ubiquitous 'mundane' or 'routine' deaths and injuries. Thus the book examines how much safety crime is there, how are such offences rendered invisible, and how can their extent be unearthed accurately? Throughout the book the authors analyse the social, legal and political processes that ensure that safety crimes remain subject to under-enforcement and under-criminalisation. This analysis identifies key moments in the historical development of criminal law and regulation, and assesses the prospects for criminalising safety crimes in the context of contemporary neo-liberal regulatory policies. The theoretical and political justifications for dominant approaches to the regulation and sanctioning of safety criminals are subject to critique in order to develop alternative, more effective, means of criminalisation and punishment. The history of oil is a chapter in the story of Europe's geopolitical decline in the twentieth century. During the era of the two world wars, a lack of oil constrained Britain and Germany from exerting their considerable economic and military power independently. Both nations' efforts to restore the independence they had enjoyed during the Age of Coal backfired by inducing strategic over-extension, which served only to hasten their demise as great powers. Having fought World War I with oil imported from the United States, Britain was determined to avoid relying upon another great power for its energy needs ever again. Even before the Great War had ended, Whitehall implemented a strategy of developing alternative sources of oil under British control. Britain's key supplier would be the Middle East - already a region of vital importance to the British Empire - whose oil potential was still unproven. As it turned out, there was plenty of oil in the Middle East, but Italian hostility after 1935 threatened transit through the Mediterranean. A shortage of tankers ruled out re-routing shipments around Africa, forcing Britain to import oil from US-controlled sources in the Western Hemisphere and depleting its foreign exchange reserves. Even as war loomed in 1939, therefore, Britain's quest for independence from the United States had failed. Germany was in an even worse position than Britain. It could not import oil from overseas in wartime due to the threat of blockade, while accumulating large stockpiles was impossible because of the economic and financial costs. The Third Reich went to war dependent on petroleum synthesized from coal, domestic crude oil, and overland imports, primarily from Romania. German leaders were confident, however, that they had enough oil to fight a series of short campaigns that would deliver to them the mastery of Europe. This plan derailed following the victory over France, when Britain continued to fight. This left Germany responsible for Europe's oil requirements while cut off from world markets. A looming energy crisis in Axis Europe, the absence of strategic alternatives, and ideological imperatives all compelled Germany in June 1941 to invade the Soviet Union and fulfill the Third Reich's ultimate ambition of becoming a world power - a decision that ultimately sealed its fate.

The Government must start thinking strategically about energy security to protect the UK's energy supply against short-term shocks and rising global energy prices, according to a report by MPs on the Energy and Climate Change Committee. Gas storage capacity needs to be increased in the UK to minimise the potential damage from supply interruptions or price spikes, the report argues. It reveals that the UK's current storage capacity amounts to only 14 days worth of gas supply - a dangerously low level compared with France which has 87 days worth of gas storage, Germany 69 and Italy 59. 19 gigawatts (GW) of ageing electricity plant will close by 2018 and the UK will become increasingly reliant on energy imports as North Sea oil and gas reserves decline. The report concludes that new electricity generation currently being built or planned will fill this "gap". But it urges the Government to ensure security of supply by delivering on its energy efficiency targets, rolling out smart meters - that can balance demand - and maintaining a diverse energy mix.
