The purpose of the Conference was two-fold. First, it was the intention of the organizers to present to the potential users of the Northern Sea Route - i. e. the international shipping industry and relevant cargo owners - the results of six years of multidisciplinary INSROP research. Second, it was the organizers' intention to create a unique meeting place for the different Northern Sea Route stakeholders - a forum where users, the Russian NSR administrators, the researchers and other interested parties could discuss the status and future of the route. In these Conference Proceedings, you will fmd the manuscripts of the speeches presented during the Conference: The manuscripts can roughly be divided into three groups with widely different focuses: On one hand, you will fmd the representatives of shipping and other commercial interests, focusing on the NSR's potential for profit in the short term, and on the shortcomings of the route. This book analyses the current and future viability of the Northern Sea Route as a stable transport route for the international transit traffic between Europe and the Far East. Yohei Sasakawa The Northern Sea Route is the shortest shipping route connecting the Far East and Europe. However, the route has been practically inaccessible to commercial vessels, due to the harsh natural conditions in the area, which make navigation possible for only a small part of the year, and then only with an icebreaker leading the way. Opening the Northern Sea Route would greatly facilitate international shipping, making two routes - a northbound one through the NSR, and a southbound one through Suez- available throughout all seasons. The Northern Sea Route would also help to boost economic development, including the exploitation of natural resources in Russian regions along the coast of the Arctic Ocean. Thanks to international cooperation, we have been able to set up and successfully conclude a special project to investigate the possibilities of developing the Northern Sea Route as a commercial route, while protecting the environment, wildlife and peoples of the Arctic Ocean region. This represents a highly significant step in terms of future global development.

This book explains vessels’ ability to overcome ice on the Northern Sea Route, as well as the criteria of safe speed and maneuvering of vessels on ice. It provides a successful long-term forecast of ice navigation and reveals the dangers of sailing on the Northern Sea Route, It includes tips on how to plan and schedule voyages in the Russian Arctic. The book develops a set of suggested routes for the period of opening and closing of the transit ice-free zone through the NSR based on the last eleven navigation seasons. It presents a method for determining the date for beginning a voyage of a vessel without ice strengthening through the NSR.
