Peace operations are the UN ́s flagship activity. Over the past decade, UN blue helmets have been dispatched to ever more challenging environments from the Congo to Timor to perform an expanding set of tasks. From protecting civilians in the midst of violent conflict to rebuilding state institutions after war, a new range of tasks has transformed the business of the blue helmets into an inherently knowledge-based venture. But all too often, the UN blue helmets, policemen, and other civilian officials have been "flying blind" in their efforts to stabilize countries ravaged by war. The UN realized the need to put knowledge, guidance and doctrine, and reflection on failures and successes at the center of the institution. Building on an innovative multi-disciplinary framework, this study provides a first comprehensive account of learning in peacekeeping. This book addresses the important question of how the United Nations (UN) should monitor and evaluate the impact of police in its peace operations. UN peace operations are a vital component of international conflict management. Since the end of the Cold War one of the foremost developments has been the rise of UN policing (UNPOL). In this research paper I have explored and deepened the concept, meaning and phenomenon of New World Order (NWO) through a structured approach, inspired mainly by the logical order used by Ludwig Wittgenstein, but also by the ideas of Thomas Hobbes. My aim is to achieve five key objectives: (i) to present an innovative method to build a concept starting from etymological bases; (ii) to explore the meanings attached to each individual term (new, world, order), followed by their reunification in a single concept; (iii) to examine the process of forming a concept based on three specific terms, and to analyse how they combine to create a central idea; (iv) to explore the NWO phenomenon by exposing its stages, to discover key concepts, theories and other theoretical main lines of research that contribute to its development and understanding; (v) to review the existent literature and to extract key points and lines from existing theoretical debates and identifying real examples from world politics that reflect the concept and phenomenon of NWO. By using Ludwig Wittgenstein’s method, I aimed to show not only the content and meaning of NWO as a concept, but also the process and form of its construction. The method used has the ability to offer an atomistic understanding of how complex ideas are built from their fundamental elements, revealing how they intertwine to create a solid theoretical conceptual framework. It is time to discover the concept, meaning and phenomenon of New World Order in its truest form.

This book examines the emergent conviction that UN robust peacekeeping works better than UN traditional peacekeeping in reducing civilian killings within contemporary post-cold war violent civil wars. In an unprecedented study, Nsia-Pepra has systematically and empirically documented the relationship between robust peacekeeping and civilian killings in violent civil wars using both statistical and case study models. His research, engagingly expounded upon in UN Robust Peacekeeping, indicates that robust peacekeeping works better than traditional peacekeeping in lowering civilian killings by spoilers in violent civil wars. His book also presents the concept of a formidable barrier model of robust peacekeeping success using the game theoretical model. It makes policy recommendations to enhance the UN's capacity to protect civilians from human rights violations, including a unified, coherent doctrinal definition for robust peacekeeping, an operational doctrine on the use of force, and improved UN intelligence capacity. Nsia-Pepra also suggests employing the GA 1950 Uniting for Peace Resolution as well as robust mandates, common training doctrine, pre-deployment training, improved UN intelligence capacity, major power participation, implementation of R2P and US objective global leadership.
