As shocking as the attacks of 9/11 were, we have been too quick to view the post-9/11 struggle against terrorism as entirely new and unprecedented. Without denying certain novel aspects of Al Qaeda and its affiliates, the "newness" of its purpose and methods has been overemphasized. Many aspects of contemporary terrorism bear a striking resemblance to past movements. Others represent the culmination of trends evolving over decades. Even seemingly novel characteristics of terrorist methods may be more the outcome of earlier developments than a truly new phenomenon. The increased lethality of terrorist attacks is a case in point. Usually attributed to lack of restraint brought on by religious extremism, the emphasis on body count may owe as much to a kind of threshold phenomenon. Numbed by decades of violence, people do not shock as easily as they once did. It now takes thousands of deaths to produce the same effect once caused by a relative handful. This book examines the nature of the contemporary threat within a historical context to discern continuities and change in terrorist behavior. It challenges the idea of a global war on terrorism and suggests that the United States, or any threatened country, would be better served by a policy aimed at reducing the risk of terrorist attack to an acceptable level at a reasonable cost. A frequent assumption of the American-led ‘war on terror’ and its accompanying discourse originated largely with the George W. Bush Administration, and that there was a counterterrorism policy revolution in the U.S. political arena. Challenging these assumptions, through a genealogical analysis of U.S. terrorism and counterterrorism discourses, this book demonstrates a distinct continuity (and lack of change) of U.S. counterterrorism policy, from Ronald Reagan, to Bill Clinton, and through to George W. Bush. The book focuses on President Clinton’s discursive construction of ‘new terrorism’, or ‘catastrophic terrorism’, and the counterterrorism practices implemented by the Clinton Administration, while simultaneously comparing it with President Reagan’s and President George W. Bush’s approaches to counterterrorism. It shows how the war on terror can be traced to earlier periods, and that the so-called Bush revolution was largely built upon the existing framework established by President Reagan and President Clinton. Prior to the 2001 terrorist attacks, Clinton had expanded Reagan’s first ‘war on terrorism’ discourse and constructed the ‘new terrorism’ discourse, characterised by the notions of borderless threats, ‘home-grown’ terrorism, WMD-terrorism, cyberterrorism, and rogue states. Clinton’s ‘new terrorism’ discourse provided a useful framework for George W. Bush to discursively respond to the terrorist attacks on September 11th, 2001. Aiming to uncover the myth of President George W. Terrorism is to create a state of terror and fear. Therefore it is important to study the psychological factors and to understand and mitigate our response to terrorism. It is the creation of states of mind, of reducing people’s resilience and will to resist, and causing such psychological and social pressure that eventually the political aims of a terrorist group will be fulfilled. This book is not about the prevention of terrorism, but concerned with the consequences of acts of terror and their impact on populations. It describes what citizens, professionals and governments can do to mitigate the consequences. The focus is less on the 'timeless' or 'universal' trauma reactions captured by labels such as post traumatic stress disorder, but more on culture and place specific reactions. A comparison is made between the responses visible in Russia (large scale adversity) and the western reaction (a cultural shift towards an age of anxiety and risk aversion). Also 'new' terrorism (chemical, biological and nuclear terrorism) is discussed, but in practice most terrorist attacks remain steadfastly conventional. A last topic is communication; such as communication between government and its citizens; between terrorists themselves, between terrorists and citizens and between citizens themselves. People talking to each other in the immediate aftermath of terrorist incidents gives much needed support and reassurance. More attention needs to be given to assisting these normalising processes and more needs to be done to safeguard such communications in the immediate aftermath of a terrorist attack.
