Based upon the most extensive early banking archive known to survive, this book is the first major study of Stuart banking since R. D. Richards's The Early History of Banking in England (1928). It traces the origins and growth of banking from the late sixteenth century to the 1720s through two generations of a scriveners' bank established in 1638 by Robert Abbott, and perpetuated by his nephew, Robert Clayton, and John Morris. With deposits from landowners' rents and stock sales these bankers practised as moneylenders and money-brokers for another sector of the gentry needing capital to offset the effects of the Great Rebellion and an agricultural depression. After 1660 Clayton and Morris integrated mortgage security into banking practice. This study examines the elaborate stages of land assessment and legal change which enabled bankers to offer large-scale, long-term securities to their clients, a pattern followed later by other banks such as Childs, Hoares, Martins and Coutts.

War and politics in the Elizabethan counties reassesses the national war effort during the wars against Spain (1585–1603). Drawing on a mass of hitherto neglected sources, it finds a political system in much better health than has been thought, revising many existing assumptions about the weaknesses of the state in the face of military change. It examines politics and government from the court and privy council to the counties and parishes, assessing the central regime as well as the local machinery of lord lieutenancies which provided troops to fight Elizabeth’s wars and ran the militia which defended against Spanish invasion attempts. Geoffrey Parker has remarked that the Spanish Armada, though a disastrous defeat, was a considerable psychological success. Deep into the seventeenth century the specter of a returning armada haunted England. Twice in the middle of James I’s reign alarms occurred. One grew out of the king’s plan, opposed by Spain, to marry his daughter Elizabeth to the Calvinist elector of the Palatinate. The other derived from a rekindling of the disputed succession in the Cleves-Jülich duchies in the lower Rhineland, into which Spanish forces intervened militarily, while England suspected the formation of a large Spanish-led Catholic league, seemingly bent on invasion, which caused a few days of panic in London. Both scares were based on misinformation and rumor, worsened by longstanding English anxiety over Spanish designs and doubts about the loyalty of English Catholics, the persecution of whom intensified. The latter scare occasioned the appearance in London of a satirical print, long thought in England to be lost, of James holding the pope’s nose to the grindstone, but a copy sent to Madrid by the Spanish ambassador has survived, and, reproduced here, preserves what appears to be the oldest known example of English political satire in the print medium.

Following the criminalization of their religion by Elizabeth I, nearly two hundred Catholics were executed, and many more wasted away in prison during her reign. Torture was used more than at any other time in England's history.
