EC note: These Regulations amend the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2015 (S.I. 2015/782) which gave effect to requirements of the International Maritime Organization's Convention on Standards of Training, Certification andWatchkeeping for Seafarers and implemented, in part, Directive 2012/35/EU (amending Directive 2008/106/EU) on the minimum level of training for seafarers. The effect of the amendments is to enable continued recognition of certificates issued both by EEA States and other states that are a party to the STCW Convention where those states were so recognised before exit day. The amendments create a mechanism for the future recognition of parties to the STCW Convention by the Secretary of State, and a power for the Secretary of State to withdraw recognition in certaincircumstance. For approval by resolution of each House of Parliament

EC note: These Regulations are made to address failures of retained EU law to operate effectively and other deficiencies arising from the withdrawal of the United Kingdom from the European Union, in particular those described in section 8 (2) (a) (b) (c) and (d) and section 8 (3) (a) of that Act. These Regulations amend provisions of retained EU law relating to inspection and survey organisations and the regime for recognising them as "recognised organisations". The amendments in these Regulations ensure that the existing regulatory framework for recognised organisations in the United Kingdom continues to function effectively and that the United Kingdom continues to comply with its international obligations in relation to the International Maritime Organization's (IMO) Code for Recognized Organizations. The Regulations amend provisions of Regulation (EC) 391/2009 & also amend provisions of Commission Decision 2009/491/EC & also revoke Commission Implementing Regulation (EU)1355/2014
