This book describes how, after the Second World War, the Labour Party assumed leadership of the International Socialist Movement, thanks to the achievements of the Attlee Government. International Secretary Denis Healey guided the reconstruction of the Socialist International through the early Cold War, making the British vision for socialist internationalism prevail over the French and Belgian. At first, the provisional Socialist International (International Socialist Conference and Comisco) supported cohabitation with pro-communist socialists and the USSR, but with the Sovietisation of Eastern Europe it committed to militant anti-communism. Ambiguity between the Labour Party and Labour Government influenced British policy in Austria, Czechoslovakia, Greece, Italy and Poland, while the characterization and stereotypes of Eastern and Southern Europe shaped the language and actions of the British. Furthermore, the book shows how international contacts and the British and Swedish model encouraged the transition of socialist parties to responsible government parties fully embracing Western democracy and prepared the ideological revision of the 1950s.

Claims of inter-state ‘specialness’ are commonplace in international politics. But how do some relationships between states come to be seen and categorized as ‘special’ in the first place? And what impact, if any, do recurring public representations of specialness have on states’ political and diplomatic interaction? While much scholarly work exists on alleged instances of special relationships, and on inter-state cooperation and alliances more generally, little systematic and theory informed research has been conducted on how special relationships evolve and unfold in practice. This book offers such a comprehensive study. Theorizing inter-state relations as ongoing social processes, it makes the case for approaching special relationships as constituted and upheld through linguistic representations and bilateral interaction practices. Haugevik explores this claim through an in-depth study of how the bilateral relationship most frequently referred to as ‘special’ – the US-British – has unfolded over the last seventy years. This analysis is complemented with a study of Britain’s relationship with a more junior partner, Norway, during the same period. The transformation of Norway is a magnifying glass to processes of political change in European countries generally. In this book, a group of Norway`s most prominent political scientists closely analyzes the forces of change - ranging from the political apparatus, the mode of partisan mobilization, and the development of political trust to the new gender relations and the strains on the established elite consensus. This volume shows how Norway is an embodiment of the Nordic Model. Norwegian society and politics have attracted wide-spread interest for three interrelated reasons – a strikingly egalitarian and cooperative model for public-private relations, a stable and rich country on the outside of the European Union, and a notable engagement in moral policy areas globally. Now the model is in flux for domestic as well as external reasons. Rule by popular consent is in question, with a more fragile chain of governance and a slow erosion of mass parties. The model is transformed from below, through the changing democratic infrastructure, as well as from above, with privatization and market reform in the public sector. The focus is Norway, but the book is a comparative analysis of a paradigm case with relevance far beyond its own borders. This book was previously published as a special issue of the leading journal West European Politics.
