On October 28, 1940, the Italian army under Benito Mussolini invaded Greece. The British had insisted on guaranteeing Greek and Turkish neutrality, despite the fact that Greece was never more than a limited campaign in an unlimited war as far as they were concerned. The British, however, were never quite sure that Greece was not their last foothold in Europe, and they harbored dreams of holding on to this last bastion of civilization and of protecting it with a diplomatic and military alliance—a Balkan bloc. These dreams bore little relation to military and economic realities, and so the stage was set for tragedy. In Diary of a Disaster, Robin Higham details the unfolding events from the invasion, though the Italian defeat and the subsequent German invasion, until the British evacuation at the end of April 1941. The Greek army, while tough, was small and based largely upon reserves. They were also largely equipped with obsolete French, Polish, and Czech arms for which there was now no other source than captured Italian materiel. Transportation was also lacking as Greece lacked all-weather roads over much of the country, had no all-weather airport, and only one rail line connecting Athens with Salonika and Florina in the north. Added to the woes of the Greek military, the British commander-in-chief for the Middle East, Sir Archibald Wavell, faced huge logistical challenges as well. Based in Cairo, he was responsible for a huge theatre of operation, from hostile Vichy French forces in Syria to the Boers in South Africa nearly six thousand miles away. His air force was comprised of only a handful of modern aircraft with biplanes and outdated, early monoplanes making up the bulk of his force. Radar was also unavailable to him. His navy was woefully short on destroyers and often incommunicado while at sea. While Wavell had roughly 500,000 men under his command, he was severely limited in how he could use them. The South Africans could only be deployed in East Africa and the Austrians and New Zealanders could not be employed without the consent of their home governments. In short, Churchill had instructed Wavell to offer support that he did not really have and could not afford to give to the Greeks. Higham walks readers through these events as they unfold like a modern Greek tragedy. Using the format of a diary, he recounts day-by-day the British efforts though the failure of Operation Lustre, which no one outside of London thought had any chance of stemming the Nazi tide in Greece.

It is widely acknowledged that Congo became an East- West battlefield during the first half of the decade of the 1960s, yet the participation of Cuban exiles in the struggles is rarely noted. In this absorbing volume Villafana details the contribution made by Cuban exiles to the preservation of democracy in Congo. When Congo was given its independence by Belgium in 1960, most of its people believed their new government had been installed by the West and opposed it. Anti-colonial, anti-government Congolese patriots started fighting. Some were pro-communist, some anti-communist, and most didn't know the difference. Many countries were involved on both sides of this conflict: Cuba, the Soviet Union, The People's Republic of China, the United States (represented by military advisors, the CIA and Cuban exiles), Belgium, France, the United Kingdom, and several African nations. The Cold War made the involvement of some of these countries predictable, but not the Cuban involvement. Villafana explores reasons for Castro's involvement in Congo. He considers whether Castro was operating with a master plan, of which Africa was a key. He discusses why Castro chose Che Guevara to head the ill-fated military expedition. He contemplates why the United States allowed Castro to freely export his revolution, and why it used Cuban exiles to prevent the mineral riches of Congo from falling into the hands of international communism. Villafana shows that CIA-sponsored Miami Cuban exiles were instrumental in thwarting Castro's plans for Congo, which were believed to have included a confederacy with Tanzania and Congo (Brazzaville), to gain control of Central Africa and its vast resources.

Some cities manage to mobilize innovation potentials and respond to challenges, such as demographic change and immigration as well as economic restructuring, while others do not. This book solves this problem by answering the following question: what are the conditions for the development of local innovation? In order to identify these conditions, the book explores case study cities which are perceived as success cases of local innovation by the respective local community, and sometimes also nationally or internationally. The conditions for local innovations are not sought primarily in economic, social, or institutional circumstances. Instead, this book focuses on the communicative interactions by which local actors develop locally embedded knowledge or a specific social imaginary about those circumstances, as well as the constraints and opportunities deriving from them. The authors focus on a comparative case study of ten cities—Bensheim, Frankfurt, Kassel, Leipzig, and Offenbach in Germany, and Athens, Chania, Elefsina, Kalamata, and Thessaloniki in Greece. The book is based on content analysis of policy documents and local newspapers as well as in-depth interviews with key local actors. This book will be of interest to scholars and students of political science and policy analysis, as well as sociology, geography, urban studies, and planning.
