This paper examines the conditions of three public postsecondary institutions that support the persistence and development of Chicano students around San Diego (California): a community college campus, a state university campus, and a University of California campus. A 99-item, mailed questionnaire was completed by students who self-identified as Chicano. Characteristics of Chicano students result from both the sociopolitical and cultural status of their community and must be examined through their historical experiences as a subordinate group that experienced military conquest and subjugation, administration of the community by non-Chicanos, cultural imperialism, and racism. Chicano students are likely to feature a historically subordinate sociopolitical status and strong elements of resistance with a complex process of mixed cultural development. Constructing enabling conditions for Chicanos in institutions of higher learning involves a restructuring of values, policies, and practices that are embedded in the culture of each institution; because of this, most institutions place Chicanos at a low priority. Findings in this exploratory study indicated that students held a strong bicultural, Mexican-American profile of themselves and that their overall perceptions of their campus' institutional conditions were not equally conducive to students' positive experiences. This research was conducted with the intent of analyzing the factors that determine the desertion of students at a school or university. In order to simplify the study, students that were enrolled in the Airway Science Program that decided to abandon their studies were utilized. I could also demonstrate the importance that the educational goals have in the students and how they could be affected by the institutional factors. It is the preconception of knowing if the students that decided to abandon the program , did it to meet their academic goals or due to some institutional factor or variable that motivated the abandonment. The decision of abandoning a university or school affects the student and the institution itself. A student that decides to abandon school demonstrates that the quality of the education received does not conform with its expectations. The effectiveness of any educational institution is related to student involvement in learning. Every institution should accomplish student satisfaction with the services it offers.

Are cultural centers ethnic enclaves of segregation, or safe havens that provide minority students with social support that promotes persistence and retention?Though Black cultural centers boast a 40-year history, there is much misinformation about them and the ethnic counterparts to which they gave rise. Moreover, little is known about their historical roots, current status, and future prospects. The literature has largely ignored the various culture center models, and the role that such centers play in the experiences of college students. This book fills a significant void in the research on ethnic minority cultural centers, offers the historic background to their establishment and development, considers the circumstances that led to their creation, examines the roles they play on campus, explores their impact on retention and campus climate, and provides guidelines for their management in the light of current issues and future directions.In the first part of this volume, the contributors provide perspectives on culture centers from the point of view of various racial/ethnic identity groups, Latina/o, Asian, American Indian, and African American. Part II offers theoretical perspectives that frame the role of culture centers from the point of view of critical race theory, student development theory, and a social justice framework. Part III focuses specifically on administrative and practice-oriented themes, addressing such issues as the relative merits of full- and part-time staff, of race/ethnic specific as opposed to multicultural centers, relations with the outside community, and integration with academic and student affairs to support the mission of the institution. For administrators and student affairs educators who are unfamiliar with these facilities, and want to support an increasingly diverse student body, this book situates such centers within the overall strategy of improving campus climate, and makes the case for sustaining them.
