The Impact of Financial Incentives in Welfare Systems on Family Structure
Author: Bruce Stafford
Publisher:
ISBN:
Category : Families
Languages : en
Pages : 182
Book Description
There is much debate on whether financial incentives and disincentives in the welfare system affect union formation and childbearing. This report examines the evidence, focusing on studies from the last decade from English speaking countries which look at such measures as welfare benefits, tax credits, and employment programmes, and their impact on single parenthood, marriage, cohabitation, divorce, and childbearing rates. These include studies on the iintroduction of the Working Families Tax Credit in Great Britain; the Aid to Families with Dependent Children (AFDC) program, the Temporary Assistance for Needy Families (TANF), and the Earned Income Tax Credit (EITC) in the United States; as well as some studies from Australia, including the Family Tax Benefit. The report concludes with the implications for welfare policy in Great Britain, and the methodological problems of researching welfare systems and family structure.

Incentive Effects of Social Assistance
Author: Thomas Lemieux

Book Description
We examine the incentive effects of transfer programs using a unique policy episode. Prior to 1989, social assistance recipients without children in Quebec who were under age 30 received benefits 60 percent lower than recipients older than 30. We use this sharp discontinuity in policy to estimate the effects of social assistance on various labour market outcomes and on living arrangements using a regression discontinuity approach. We find strong evidence that more generous social assistance benefits reduce employment, and more suggestive evidence that they affect marital status and living arrangements. The regression discontinuity estimates exhibit little sensitivity to the degree of flexibility in the specification, and perform very well when we control for unobserved heterogeneity using a first difference specification. Finally, we show that commonly used difference-in-difference estimators may perform poorly when control groups are inappropriately chosen.

Work Incentives and the Food Stamp Program
Author: Hilary Williamson Hoynes
Publisher:
ISBN:
Category : Food stamps
Languages : en
Pages : 43
Book Description
Labor supply theory makes strong predictions about how the introduction of a social welfare program impacts work effort. Although there is a large literature on the work incentive effects of AFDC and the EITC, relatively little is known about the work incentive effects of the Food Stamp Program and none of the existing literature is based on quasi-experimental methods. We use the cross-county introduction of the program in the 1960s and 1970s to estimate the impact of the program on the extensive and intensive margins of labor supply, earnings, and family cash income. Consistent with theory, we find modest reductions in employment and hours worked when food stamps are introduced. The results are larger for single-parent families.
