One of the consequences of the post-socialist transformation of Eastern and Central Europe and the Former Soviet Union is the emergence of energy poverty, a condition where households are living in inadequately heated homes. This book provides the first full-length examination of the causes, consequences and patterns of energy poverty in former Communist countries. Based on empirical evidence that spans different spatial contexts and scales and compares these with other parts of the world, the book links household-level deprivation with broader organizational and political dynamics. The book also analyzes the lived experiences of scarcity and marginalization with the aid of two in-depth country studies. Furthermore, it identifies the socio-demographic factors that distinguish energy-poor families from the rest of the population, while stressing the need for a comprehensive range of policy tools to address energy poverty. The hidden federal features of the European Union help explain the challenges of legitimacy, democracy and freedom that face an unfinished political community. Ideas about federalism and the reality of existing federal states cannot be sharply divided in an analysis of the EU’s multilevel political order, but so far, both scholars and major decision makers have shown interest only in the normal functioning of federal systems: ignoring the dilemma of the federation’s legitimate authority has resulted in an existential crisis for the EU which has become ever more manifest over recent years. This book employs a combination of political philosophy and political science, of federal philosophic ideas and their traces in real federal institutions, in order to achieve the task of understanding the federal features of the EU governance system. The first part of the work focuses on building an appropriate theoretical framework to explain the new meanings attached to familiar notions of democracy, legitimacy and citizenship in the context of a political community like the EU. The cultural phenomenon of exhibiting non-European people in front of the European audiences in the 19th and 20th century was concentrated in the metropolises in the western part of the continent. Nevertheless, traveling ethnic troupes and temporary exhibitions of non-European humans took place also in territories located to the east of the Oder river and Austria. The contributors to this edited volume present practices of ethnographic shows in Russia, Poland, Czechia, Slovenia, Hungary, Germany, Romania, and Austria and discuss the reactions of local audiences. The essays offer critical arguments to rethink narratives of cultural encounters in the context of ethnic shows. By demonstrating the many ways in which the western models and customs were reshaped, developed, and contested in Central and Eastern European contexts, the authors argue that the dominant way of characterizing these performances as “human zoos” is too narrow. The contributors had to tackle the difficult task of finding traces other than faint copies of official press releases by the tour organizers. The original source material was drawn from local archives, museums, and newspapers of the discussed period. A compendium on the history and development of subsidized housing in Europe of the twentieth century. Social housing has a long tradition in Europe. Since the early twentieth century, these often anonymously built and unappreciated structures have arisen all across the suburbs of Europe's major cities. In the multidisciplinary and international research project Mapping Public Housing, the Center for Studies in Architecture and Urbanism at the University of Porto's Faculty of Architecture has been tracing the architectural heritage of social housing. The findings demonstrate that, in many cases, vibrant neighborhoods and entire city districts have emerged from such social housing programs. This book takes a closer look at exemplary developments in Germany, Great Britain, Portugal, Switzerland, and Spain. The case studies cover a wide range of social and historical contexts, from the beginnings of social housing in Portugal sparked by German investment during World War I to the propaganda policies associated with subsidized housing for the working class in the 1940s, and to sustainable concepts and ideas for the future. Hidden in Plain Sight offers a wide-ranging panorama that recognizes the development of subsidized residential construction as a part of Europe's cultural history and traces the important role that state-funded housing has played in the emergence of the European welfare state.
