Reports on a new generation of Internet controls that establish a new normative terrain in which surveillance and censorship are routine. Internet filtering, censorship of Web content, and online surveillance are increasing in scale, scope, and sophistication around the world, in democratic countries as well as in authoritarian states. The first generation of Internet controls consisted largely of building firewalls at key Internet gateways; China's famous “Great Firewall of China” is one of the first national Internet filtering systems. Today the new tools for Internet controls that are emerging go beyond mere denial of information. These new techniques, which aim to normalize (or even legalize) Internet control, include targeted viruses and the strategically timed deployment of distributed denial-of-service (DDoS) attacks, surveillance at key points of the Internet's infrastructure, take-down notices, stringent terms of usage policies, and national information shaping strategies. Access Controlled reports on this new normative terrain. This was the inspiration for China specialist Jason Q. Ng to write an innovative computer script that would make it possible to deduce just which terms are suppressed on China's most important social media site, Sina Weibo. Life outside the mobile phone is unbearable.’ Lily, 19, factory worker. Described as the biggest migration in human history, an estimated 250 million Chinese people have left their villages in recent decades to live and work in urban areas. Xinyuan Wang spent 15 months living among a community of these migrants in a small factory town in southeast China to track their use of social media. It was here she witnessed a second migration taking place: a movement from offline to online. As Wang argues, this is not simply a convenient analogy but represents the convergence of two phenomena as profound and consequential as each other, where the online world now provides a home for the migrant workers who feel otherwise ‘homeless’.
