Excerpt from The American Citizen in Pennsylvania: The Government of the State and of the Nation The purpose of this work is to present to the pupils in the public schools in the Commonwealth some practical infor mation as to the rights and duties which belong to American citizenship. The study of civics is {now receiving increased attention in our schools, particularly since the school laws require that teachers shall have a fair knowledge of civil government, including State and local government. In view of this legislation, a text - book to meet the needs of the schools should treat the local and State government as at least of equal importance with that of the Nation. It has been said that many a youth has grown to manhood with so little ap preciation of the Commonwealth in which he lives as to re gard it simply as a geographical division. The study of the State government and of the National Government are of equal importance. The student of civil government should begin with that which is near at hand and of immediate interest, and proceed to that which is distant and of remote concern. He should not begin with that rare and precious afterthought and flower of government, the Constitution of the United States, but with the material forms that are close at hand. In connection with the ordinary lessons in reading, the children should be made acquainted with words suggesting civic ideas, as cit izen, soldier, officer, law, justice, country, state, city, and nation. Then, in elementary lessons, the children should gain general notions of local government and organization. Excerpt from Pennsylvania Boroughs The charter from Charles II. granting William Penn a princely domain to the west of the Delaware river, gave him the authority to "divide the country into Townes, Hundreds, and Counties, and to erect and incorporate Townes into Borroughes, and Borroughes into Citties, and to make and constitute ffaires and markets therein, with all other convenient priviledges and munities." This has been the fundamental clause in the municipal history of Pennsylvania since 1681. It gave Penn the right to perpetuate the institutions already in existence on the banks of the Delaware, or to modify them if he chose, and transplant to the new province other English institutions that he might consider necessary for the well governing of his people. This right he exercised by establishing the county as the largest political division of the province, by modifying the existing town with its court into the township under the authority of the county courts, and lastly by founding towns and villages, which he incorporated into the city and borough. Thus, by introducing the county, the township, the borough, and the city, he fixed the seal of his enduring influence upon the local government of Pennsylvania. The boroughs were established within a few years after the proprietarys arrival, and though they were but a handful during the colonial period, they form the connecting links between their numerous successors and the ancient boroughs of England. The Honble Collo. Gookin, with the Council, attended by the Aldermen, Comonalty & Officers of the Corporation, received him at his Landing, and the sd. Commission & Approbation being produced to the sd. Collo. Gookin & Council, It was Ordered that it should be forthwith Proclaimed; accordingly the same was published and proclaimed in due form, at the Court house in Philadelphia, The Mayor & Corporation, & Gentlemen & Inhabitants of the sd. City attending, ffrom whence returning the sd. Collo. Keith proposed to the Council, that for preventing any failure in y Administration of Justice, a Proclamation shou'd be forthwith Issued for continuing all Officers of the Governmt. till such time as New Commissions may be Issued, and the Secretary was Ordered accordingly to prepare a Proclamacon for that purpose agt.
