The Basic Treaty between the Federal Republic of Germany (FRG) and the German Democratic Republic (GDR) for the first time provided a framework for the exchange of permanent missions and laid the foundation for expanded bilateral cooperation between the two German states. This book charts the progress of inner-German relations in the formative years of the 1970’s and explains how the revival of the German question in the l980's followed from striking changes in East and West German priorities and policies. Dr. Plock assesses the degree of practical cooperation in such areas as trade, travel, and the exchange of media representatives and also identifies the impact of Soviet interests on the inner-German relationship. Dr. Plock notes that despite a clear upgrading in FRG-GDR relations under Chancellors Willy Brandt and Helmut Schmidt, inner-German progress continues to be hostage to the overall East-West political and security climate. Yet the author sees a bipartisan West German commitment to partnership with the GDR as well as East Berlin's pragmatic approach to the relationship as stabilizing features of the European political landscape, even though the goals of future "Deutschlandpolitik" will continue to remain ill-defined.

West Germany and the Iron Curtain takes a fresh look at the history of Cold War Germany and the German reunification process from the spatial perspective of the West German borderlands that emerged along the volatile inter-German border after 1945. These border regions constituted the Federal Republic's most sensitive geographical space where it had to confront partition and engage its socialist neighbor East Germany in concrete ways. Each issue that arose in these borderlands - from economic deficiencies, border tourism, environmental pollution, landscape change, and the siting decision for a major nuclear facility - was magnified and mediated by the presence of what became the most militarized border of its day, the Iron Curtain. In topical chapters, the book addresses the economic consequences of the border for West Germany, which defined the border regions as depressed areas, and examines the cultural practice of western tourism to the Iron Curtain. At the heart of this deeply-researched book stands an environmental history of the Iron Curtain that explores transboundary pollution, landscape change, and a planned nuclear industrial site at Gorleben that was meant to bring jobs into the depressed border regions. The book traces these subjects across the caesura of 1989/90, thereby integrating the "long" postwar era with the post-unification decades. As Eckert demonstrates, the borderlands that emerged with partition and disappeared with reunification did not merely mirror some larger developments in the Federal Republic's history but actually helped to shape them.

The long path to the Berlin Wall began in 1945, when Josef Stalin instructed the Communist Party to take power in the Soviet occupation zone while the three Western allies secured their areas of influence. Wolff examines the domestic and international dynamics of the German question, one of the 20th century's most interesting and complex phenomena since its 1919 inception. The German question is best described as the incompatibility of the territory of any German state with the extent of German cultural space and the different ways in which Germany and the relevant European and world powers have responded to the various problems arising from this incompatibility. The German question cannot be reduced merely to the issue of German reunification and sovereignty, as was often the case between 1945 and 1990. Rather, it has always involved other aspects, including the situation of German minorities in Europe, migration, the definition of a German national identity, and so on. From this perspective, unification in 1990 only resolved one aspect of the German question, while others continue to exist and remain, with varying prominence, on the political agenda, at least in Europe. Still, contrary to previous decades, none of the remaining aspects of the German question today poses a serous threat to European and international security and stability. Wolff goes beyond the usual focus on this question and includes the postwar expulsions and migration of ethnic Germans from Central and Eastern Europe and their integration in the two German states, as well as the legacy of the complex German-Polish and German-Czech relations as they play out in the current negotiations of the two countries' accession to the European Union.
