This book distils thirty years of research on the impacts of jail and prison environments. The research program began with evaluations of new jails that were created by the US Bureau of Prisons, which had a novel design intended to provide a non-traditional and safe environment for pre-trial inmates and documented the stunning success of these jails in reducing tension and violence. This book uses assessments of this new model as a basis for considering the nature of environment and behavior in correctional settings and more broadly in all human settings. From a series of some 900 interviews with prisoners and staff in New York correctional institutions, Toch and his colleagues identified eight areas of predominant inmate concern: privacy, activity, structure, support, emotional feedback, social stimulation, activity, and freedom. On the basis of these dimensions, an innovative psychological instrument, the Prison Preference Inventory, was developed and administered to 2,650 inmates in five major prison systems. The analysis of these data leads to a consideration of the match between inmate and setting, as well as valuable suggestions for the improvement of person-environment transactions in prisons and in other human environments.

Inspired by the rise of environmental psychology and increasing support for behavioral research after the Second World War, new initiatives at the federal, state, and local levels looked to influence the human psyche through form, or elicit desired behaviors with environmental incentives, implementing what Joy Knoblauch calls “psychological functionalism.” Recruited by federal construction and research programs for institutional reform and expansion—which included hospitals, mental health centers, prisons, and public housing—architects theorized new ways to control behavior and make it more functional by exercising soft power, or power through persuasion, with their designs. In the 1960s –1970s era of anti-institutional sentiment, they hoped to offer an enlightened, palatable, more humane solution to larger social problems related to health, mental health, justice, and security of the population by applying psychological expertise to institutional design. Police and corrections personnel must always be mindful of the possibility that those in their custody may attempt suicide or commit an act of self-mutilation. Persons housed in prisons, jails, and police lockups tend to be at a higher risk for such destructive behavior than members of the general population. Reasons for this can be found by examining the mental health, substance abuse, and physical/sexual abuse histories of inmates in addition to deficits in their coping skills and the stress and uncertainty generated by incarceration. On 14 January 1910 Lytton disguised herself as a working-class seamstress, assumed the name Jane Warton, and led a suffrage demonstration demanding the vote for women. During the demonstration she hurled a rock wrapped in brown paper at the house of the governor of Walton Gaol. For this act, she was arrested, tried, and sentenced to fourteen days in jail. Like many suffragettes, she refused to eat while in custody and was forcibly fed, which involved forcing the mouth open, running a tube down the throat or through the nose, and pouring liquid into it. The procedure was both painful and dangerous. Lytton's decision to conceal her upper-class identity was a deliberately calculated act. She was devoted to the cause of female suffrage and was appalled at the class-differentiated treatment women (regardless of their offence) received in jail. This is an account of her prison experience and the differences when she was arrested as a middle class women and when she was arrested as Lady Constance Lytton, the daughter of an earl.
