First, while psychology has been applied to the subject of mental health in the past, little effort has been directed to link the typical topics of social psychology to the subject of counseling practice. Government control over the exchange of ideas and information would be inconsistent with citizen autonomy, informed consent, and a balanced and mutually responsive relationship between citizens and their government. Restraints on government's ability to control communications processes are desirable, but excessive or inappropriate restrictions threaten democracy.
