This paper tests, using data from South Africa and Pakistan, two major implications of the unitary household model, namely, that (a) each individual pools the various components of her/his non-labour earnings, and (b) men and women pool their non-labour earnings between themselves. The study uses a three-stage least squares procedure that, besides recognising the endogeneity of all the income variables, allows for simultaneity between all the income and expenditure equations. The study finds that men and women are much less likely to pool their transfer receipts than other types of income. This paper, also, investigates the crowding out of private transfers by public transfers in both countries. While it finds no crowding out in Pakistan, it reports strong evidence of such crowding out in South Africa in 1993/94 and that too for the poor but not the non-poor households. However, the negative impact of social pensions on private transfers in South Africa seems to have weakened over 1993-98. This study also finds that in 1993/94, though not in 1998, social pensions had a negative impact on earned income of members, especially of females, in the household. The social pensions scheme in South Africa, as prevailing in 1993/94, was not as generous towards black households or as redistributive towards the poor as commonly believed. However, the pensions scheme seems to have changed in both these respects over 1993-98.

"At the time of the transition to democracy in 1994, the South African social security system was already notably well developed for a middle income country (Lund 1993; Van der Berg 1997; Case and Deaton 1998). This fact can be ascribed to the way in which the system developed under apartheid as a welfare state for whites which was then incrementally expanded under social and political pressure to incorporate other groups. Thus, at the advent of the new post-apartheid society some important planks for a social assistance system were in place. Since then, a set of policies have been implemented that have expanded this system substantially. Direct spending on cash transfers currently stands at 3.5 percent of GDP. Conditional Cash Transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Most information about the incomes of people in Britain today, such as provided by official statistics, tells us how much inequality there is or how many poor people there are in a given year and compares those numbers with the corresponding statistics from the previous year. Missing from snapshot pictures like these is information about whether the people who were poor one year are the same people who are poor the following year; and the circumstances of those with middle-income or top-income origins are not tracked over time. This book fills in the missing information. The author likens Britain's income distribution to a multi-story apartment building with the numbers of residents on the different floors corresponding to the concentration of people at different income levels in any particular year. The poorest are in the basement, the richest are in the penthouse, and the majority somewhere in between. This book assesses how much movement there is between floors, the frequency of moves, whether the distance travelled has been changing over the last two decades, and whether basement dwellers ever reach the penthouse. Using the British Household Panel Survey, which has followed and interviewed the same people annually since 1991, it documents the patterns of income mobility and poverty dynamics in Britain, shows how they have changed over the last two decades, and explores the reasons why. It draws attention to the relationships between changes in income and changes in other aspects of people's lives - not only in their jobs, earnings, benefits, and credits, but also in the households within which they live (people marry and divorce; children are born). Trends over time are also related to changes in Britain's labour market and the reforms to the tax-benefit system introduced by the Labour government in the late-1990s.

In sub-Saharan Africa, older people make up a relatively small fraction of the total population and are supported primarily by family and other kinship networks. They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. Cash transfers have become a key social protection tool in developing countries and have expanded dramatically in the last two decades. The 14 chapters include a review of eight country case studies: Kenya, Ghana, Ethiopia, Zambia, Zimbabwe, Lesotho, Malawi, South Africa, as well as a description of the innovative research methodologies, political economy issues and good practices to design cash transfer programmes. The key objective of the book is to enhance the understanding of these development programmes, how they lead to a broad range of social and productive impacts and also of the role of programme evaluation in the process of developing policies and implementing programmes.
