Yield strength and fracture toughness, as measured by the dynamic tear test, were determined as a function of load rate and temperature for several ship primary structure steels in strength ranges up to 100 ksi. The materials used were ABS-B, DS, AH-32, EH-32, CS, A517-D, A678-C, and A537-B, in one or two heats each. The effect of notch geometry, i.e., fatigue precracked vis-a-vis pressed notch, was investigated in some of the tests. By fully instrumenting some of the tests, the energy to maximum load as well as the total energy to failure was determined. Based on these energies, the resistance of the materials to crack initiation and to propagation could be examined. The results indicate potentially different fracture behavior between the high and low strength alloys. This in turn has implications in terms of the Ship Structure Committee Report SSC-244 proposed fracture criterion for qualifying toughness and crack arrest properties of ship steels and weldments. The material testing techniques that are currently used to determine the toughness of the ship structural steels load material specimens at various loading and strain rates. Since the toughness, nilductility and the yield strength characteristics of ship structural steels varies with strain rate, it has become necessary to determine the extent to which the strain rates produced by materials testing techniques are representative of ship service experience. A survey of existing shipboard stress/strain data is presented and the data bases are evaluated to determine the feasibility of obtaining strain rates. The results of the survey indicate that it is feasible to determine strain rates from existing ship data; however, the stress/strain data require additional data reduction and analysis before detailed strain rates may be obtained. Preliminary calculations of strain rates that are comparable to the order of magnitude of strain rates given for current material toughness tests were obtained from existing data. Two methods are outlined to obtain ship structural strain rates from analytical predictions or in conjunction with future full-scale instrumentation programs. Investigation to assess, at an appropriate strain rate, the CTOD toughness of several grades-heats of steel that are typical of those used in the recent past for icebreaker fabrication, and that have their Charpy Vee Notch toughness close to the usual minimums specified for ship grade steels; assess the plain strain crack arrest toughness of the selected steels using the recently established ASTM procedure E1221-1989; and assess the implications of the above for the draft regulations. Five steels were used in the testing, 3 of 25 mm thickness (A, B, C) and 1 of 50 mm thickness (D) from a Canadian mill, and a small amount from Kawasaki of 50 mm thickness (E). Finally, the relevant data for a steel, identified as WP, is included to have an enlarged data base. Steels A, B and D were evaluated in the transverse direction only, steels E and WP were tested in the longitudinal direction only, and steel C in both directions.

Fracture-toughness testing using principles of fracture mechanics has developed to the point where it can be used as a basis for selection of materials, for estimating limiting design stresses assuming the presence of small flaws, and for analyzing failures. Current methods of measuring plane-stress and plane-strain fracturetoughness parameters are presented in this report. The specimens include center-cracked, edge-cracked, single-edge-cracked, surface-cracked, and notched round bars, which are subjected to tensile loading, and notched bars for bend tests. The different types of specimens permit evaluating sheet, plate, bar stock, and forgings as well as material from failed structures. Application of fracture-toughness parameters to design of high-strength structures is reviewed for both static and fatigue loading. Consideration of the fracture-mechanics concepts in design should lead to fewer problems with brittle fracture in high-strength structures. (Author).

The effect of strain rates ranging from 0.0001 to 10 in/in/sec. on the yield strengths of several high strength alloy steels is investigated. Quenched and tempered type alloys exhibit two regions of strain rate sensitivity with the strain rate dividing the sensitive and insensitive regions varying from 0.5 to greater than 10 in/in/sec, depending on composition, microstructure and grain size. At the higher rates a power law relationship is found which is consistent with a yielding model involving breakaway of dislocations from solute atmospheres. Maraging steel exhibits a continuous power law strain rate sensitivity over the entire range. (Author).
