Participation in the School Breakfast Program (SBP) is much less common than participation in the Nat. School Lunch Program, even among children with access to both programs. This report examines participation in the SBP among 3rd grade public school students, as well as the impacts of the program on food insecurity and children's risk of skipping breakfast. Students are more likely to participate when breakfast is served in the classroom, when time available for breakfast in school is longer, and when they come from lower income or time-constrained households. Children with access to the SBP are more likely to eat breakfast in the morning and that program access may enhance food security among families at the margin of food insecurity. Illus.

Advocates and policy makers argue that the School Breakfast Program not only improves children's nutrition and physical health, but that it also can promote educational success. I test this claim empirically by examining whether eating breakfast at school affects the cognitive achievement and social skills of disadvantaged third, fifth, and eighth grade students. Using data from the Early Childhood Longitudinal Survey - Kindergarten Cohort (ECLS-K), I estimate cross-sectional ordinary least squares regression models and longitudinal fixed-effects models to isolate the effects of eating breakfast at school on child outcomes, net of characteristics of children, their families, and schools. Bivariate analyses show a strong and consistent negative relationship between eating breakfast at school and children's academic and social outcomes. However, this relationship is completely explained by children's characteristics; in multivariate and fixed-effects models, I find no effect of consuming breakfast at school on children's cognitive or social outcomes.

These hearing transcripts present testimony to the Senate Committee on Agriculture regarding the School Lunch and Breakfast Programs. Statements were made by several senators, the president of the American School Food Service Association (Connecticut); a school food service program director (Florida); the director of nutrition and education for the American School Food Service Association (Virginia); the director of the Children's Nutrition Research Center (Texas); the vice president of Food Operations at Disneyland Resort and Concept Development (California); and an assistant professor of clinical dietetics and nutrition, University of Pittsburgh (Pennsylvania). Witnesses maintained that the Nutrition Education and Training Program needs funding to maintain its current service level. It is necessary to modify the School Lunch Program to encourage student participation, make it easier for schools for qualify, and to reduce the administrative burden. Testimony also indicated that breakfast programs are vital to student nutrition, academic performance, and school attendance. School food service has become more efficient and more consumer-oriented, has expanded to supply meals to new audiences, and has increased the flexibility of service delivery. However, it is necessary to integrate food service within the educational day to enhance student nutrition knowledge and practice. Offering food choices may reduce food waste. The solution to major childhood nutritional problems is to apply current information to improve children's diets and to support nutrition research. Background: School districts across the country have adopted breakfast in the classroom (BIC) initiatives as a means of increasing participation in the School Breakfast Program (SBP). Little is known regarding the impact of such programs on children's weight status. This study sought to evaluate the impact of a BIC initiative on the combined incidence of overweight/obesity among urban school aged children. Design: Cluster-randomized controlled trial with matched school pairs. Intervention schools received the "One Healthy Breakfast" program included BIC, nutrition-education, social marketing, corner store marketing, and parent outreach, while control schools continued to serve breakfast in the cafeteria Baseline data were collected in October-December, 2013, with midpoint and endpoint data collected in May-June 2015 and May-June 2016 respectively. Schools were matched based on school size, food service type, and racial/ethnic composition. Setting/Participants: 1371 4th-6th grade studen.
