This open access book explores the most recent trends in the EU in terms of development, progress, and performance. Ten years after the 2008 economic crisis, and amidst a digital revolution that is intensifying the development race, the European Union, and especially Central and Eastern Europe, are ardently searching for their development priorities. Against this background, by relying on a cross-national perspective, the authors reflect upon the developmental challenges of the moment, such as sustainable development, reducing inequality, ensuring social cohesion, and driving the digital revolution. They particularly focus on the relation between the less-developed Eastern part of the EU and its more developed Western counterpart, and discuss the consequences of this development gap in detail. This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Impoverished, indebted, and underdeveloped at the close of World War II, Romania underwent dramatic changes as part of its transition to a centrally planned economy. As with the Soviet experience, it pursued a policy of “primitive socialist accumulation” whereby the state appropriated agricultural surplus and restricted workers’ consumption in support of industrial growth. Focusing on the daily operations of planning in the ethnically mixed city of Cluj from 1945 to 1955, this book argues that socialist accumulation was deeply contradictory: it not only inherited some of the classical tensions of capital accumulation, but also generated its own, which derived from the multivocal nature of the state socialist worker as a creator of value, as living labour, and as a subject of emancipatory politics.
