In this report on the disclosure of climate data from the Climatic Research Unit (CRU) at the University of East Anglia, the Science and Technology Committee calls for the climate science community to become more transparent by publishing raw data and detailed methodologies. On the accusations relating to Professor Phil Jones's refusal to share raw data and computer codes, the Committee finds there was no systematic attempt to mislead and considers that his actions were in line with common practice in the climate science community, but those practices need to change. The Committee welcomes the appointment of the independent Climate Change E-mails Review led by Sir Muir Russell to investigate fully the allegations against CRU. The Committee has not looked at the science produced by CRU and it will be for the Scientific Appraisal Panel, announced by the University on 22 March, to determine whether the work of CRU has been soundly built. On the mishandling of Freedom of Information (FoI) requests, the Committee considers that much of the responsibility should lie with the University, not CRU. The leaked emails appear to show a culture of non-disclosure at CRU and instances where information may have been deleted to avoid disclosure, particularly to climate change sceptics. The failure of the University to grasp fully the potential damage this could do and did was regrettable. The University needs to re-assess how it can support academics whose expertise in FoI requests is limited.

The Committee's report examines the two inquiries set up by UEA: the Independent Climate Change E-mails Review (ICCER) into the allegations against CRU and an independent external Scientific Appraisal Panel (SAP). The previous Science and Technology Committee also carried out an inquiry (The disclosure of climate data from the Climatic Research Unit at the University of East Anglia (HC (2009-10) 387-I 9780215553362), but due to time constraints it reported prior to the publication of the ICCER and SAP findings.Of the Committee's reservations about the UEA-commissioned inquiries, the report says the scope and purpose of the SAP review appeared to change from an examination of the integrity of the science to the integrity of the scientists, and as result there has been some confusion. The disparity in length between the SAP report and ICCER could foster the impression that it was not as thorough as the ICCER. The Committee was also concerned that the SAP should have been more open and transparent and the process by which it selected the documents for review could have been more open and it should have published its working papers. In contrast the ICCER was more comprehensive and transparent, although the Committee believes that it should have taken its evidence in public. The Committee is concerned that the ICCER did not fully investigate the serious allegation relating to the deletion of emails and finds it unsatisfactory that it has been left with a verbal reassurance from the Vice Chancellor of UEA that the emails still exist. The Committee has some reservations about both inquiries but they made a number of constructive recommendations. In its view it is time to make the changes and improvements recommended and with greater openness and transparency move on.

The Government is failing to clearly and effectively communicate climate science to the public. There is little evidence of co-ordination amongst Government, government agencies and public bodies on communicating climate science, despite various policies at national and regional level to mitigate and adapt to climate change. The mandate to act on climate can only be maintained if the electorate are convinced that the Government is acting on the basis of strong scientific evidence. Ministers therefore need to do more to demonstrate that is the case and consistently reflect the Government approach in all their communications, especially with the media. The report also criticises the BBC for its reporting on the issue. It points out that BBC News teams continue to make mistakes in their coverage of climate science by giving opinions and scientific fact the same weight. The BBC is called to develop clear editorial guidelines for all commentators and presenters on the facts of climate that should be used to challenge statements, from either side of the climate policy debate, that stray too far from the scientific facts. It is important that climate science is presented separately from any subsequent policy response. Government should work with the learned societies and national academies to develop a source of information on climate science that is discrete from policy delivery, comprehensible to the general public and responsive to both current developments and uncertainties in the science
