Richard Hill It is a circumstance to be regretted that but comparatively few particulars are known of the life of the distinguished individual, a part of whose correspondence is now for the first time published. Until very lately it was not known that any such documents, as those now presented to the public, were in existence; the Editor and Mr. Hills family not being aware that any of his papers remained, beyond a few unimportant letters: a traditional remembrance of him, however, existed; and occasionally a reference to him might be met with. In the Rev. J.B. Blakeway's Sheriffs of Shropshire, he is called the Great Hill. The Rev. W. Betham, in his English Baronetage, also says of him: He Mr. Hill was, in the time of King William III, Envoy Extraordinary to the Court of Brussels, as also in that Reign and Queen Annes to the Courts of Turin, and of all the other Italian Princes, except the Roman Pontiff. In the time of King William he was Paymaster of his Majesty sarmies in Flanders, where, by his remarkable punctuality and just dealings, he acquired so great credit as to be able by it to subsist the armies there, when remittances came too slow for that purpose from England; which great service gained him the favour of the King, his master, who, soon after the conclusion of the peace, appointed him to be one of the Lords Commissioners for executing the great office of Lord High Treasurer of England. Let God Arise draws upon an extensive array of archival sources to present the first modern account in English entirely devoted to the rebellion and war of the Camisards. Combining traditional narrative with analysis, W. Gregory Monahan examines the issues that led to that rebellion, beginning with the conversion of the artisans and peasants of the remote mountain region of the Cévennes to Protestantism in the sixteenth century, its persistence in that confession in the seventeenth, and the shattering impact of the Revocation of the Edict of Nantes, which deprived Protestants first of their pastors, and then of the itinerant preachers who attempted to take their place. Beginning in 1701, prophetism swept the region, and the prophets, who believed they heard and followed the word of the Holy Spirit, soon led their followers into violent attacks on the Catholic Church and rebellion against the crown. A persistent and occasionally successful guerrilla war raged for over two years. Monahan argues that the resulting war involved a host of often conflicting world views, or discourses, in which the various parties to the conflict, whether the king and his ministers at Versailles, the provincial intendant Basville and local officials, the foreign powers, the Church, the generals, or the Camisard rebels themselves, often misunderstood or failed to communicate with each other, resulting too often in terrible violence and bloodshed. Let God Arise tells us much about the nature of the reign of Louis XIV and the popular religion of the time in exploring the last great rebellion in France before the Revolution of 1789.

This book is the first study that analyses bilateral commercial treaties as instruments of peace and trade comparatively and over time. The work focuses on commercial treaties as an index of the challenges of eighteenth-century European politics, shaping a new understanding of these challenges and of how they were confronted at the time in theory and diplomatic practice. From the middle of the seventeenth century to the time of the Napoleonic wars bilateral commercial treaties were concluded not only at the end of large-scale wars accompanying peace settlements, but also independently with the aim to prevent or contain war through controlling the balance of trade between states. Commercial treaties were also understood by major political writers across Europe as practical manifestations of the wider intellectual problem of devising a system of interstate trade in which the principles of reciprocity and equality were combined to produce sustainable peaceful economic development.
