Generally remembered as a notorious diarist rather than a serious political figure, Richard Crossman's imposing presence in Harold Wilson's Cabinet during the 1964-1970 Labour governments proved, not least to himself, a disappointment. However, in this new reassessment, Stephen Thornton rescues Crossman's political achievements from obscurity. From 1955 to the end of his life in 1974, Crossman was committed to a radical scheme that promised to break Britain free from the existing Beveridge model of welfare provision and transform the social security regime in the UK. Although the scheme as Crossman envisaged it was not directly implemented, his actions did prompt highly significant modifications to both Labour and, more surprisingly, Conservative social security policy. The genre of political memoir has a long history, from its origins in classical times through its popularity in the age of courts and cabinets to its ubiquity in modern mass cultures where retired politicians increasingly attract large and eager readerships for their revelations. Yet there is virtually no scholarly criticism which treats this complex form of literature as a distinct genre, fusing autobiographical, historical and political elements. The essays in this book draw together the collaborative findings of a team of British, European, American and Canadian scholars to present a pioneering historical and critical study of the genre of political memoir, analysing the development of its distinct functions and assessing leading memoirists in European, American, Canadian, Indian and Japanese societies. The editor, George Egerton, introduces the volume and surveys the principal features of the genre over its long history. Otto Pflanze analyses the memoirs of Bismarck; Robert Young, Milton Israel, Joshua Mostow and Robert Bothwell study the memoir literature of France, India, Japan and Canada respectively. The three years since the previous edition have seen numerous important decisions from the courts and tribunals in the area. These and earlier authorities supply the basis for clear statements of principle, which the work supports by reference to all relevant cases. The book is logically organised so that the practitioner can quickly locate the relevant text. It commences with an historical analysis that sets out the object of the legislation and its relationship with other aspects of public law. Full references to Hansard and other Parliamentary materials are provided. This is followed by a summary of the regime in five other jurisdictions, providing comparative jurisprudence which can assist in resolving undecided points. The potential of the Human Rights Act 1998 to support rights of access is dealt with in some detail, with reference to all ECHR cases. Next follows a series of chapters dealing with rights of access under other legislative regimes, covering information held by EU bodies, requests under the Data Protection Act and the Environmental Information Regulations, public records, as well as type-specific rights of access.
