The present volume deals with the first con stitutional convention, held at Madison in the autumn of 1846. In the laborious sessions of this body the ideas with respect to a framework of government for the commonwealth about to come into being were reduced to tangible form. That the mem bers of the convention performed their work in a spirit of sober earnestness will be questioned by none conversant with their proceedings. Nor will anyone question that the people of the territory were aware of their dependent political status and overwhelmingly desirous of entering upon statehood. Yet the convention's labors had a curious and for the time being a dis appointing issue. Notwithstanding the electorate was pre dominantly Democratic and the Whig membership in the con vention was small to the point of insignificance, the electorate repudiated the handiwork of its representatives by a decisive majority. The reasons for this are set forth in the historical introduction at the opening of the preceding volume. They find abundant illustration in the pages of the present volume. Excerpt from The Movement for Statehood, 1845-1846 Tution dates from 1879. Texas, admitted in 1846, has had four constitutions, the last 'one adopted in 1876. The pres ent constitution of Michigan is her third and was adopted in 1908. Minnesota, like Wisconsin, still retains her origi nal constitution but it is nine years younger than that of Wisconsin. Of all the states west of the Alleghenies, the con stitutions of Ohio and Indiana, the two oldest states of the Northwest Territory, most closely approach Wisconsin's in point of age. The constitutions of Indiana and Ohio were drafted in 1850 - 51. Between these and the constitution of Wisconsin there is this marked difference, however. The peo ple of Wisconsin have held no constitutional convention since 1848, and they entertain at the present time no pronounced feeling of dissatisfaction with their constitution. In Ohio constitutional conventions were held in 1873 and 1912, the dissatisfaction of the voters with the existing constitution being registered on the former occasion by a vote of more than two to one, and on the latter by more than ten to one. The constitution drafted in 1874 was rejected at the polls; the work of the convention of 1912 resulted in the adoption by the voters of thirty-four amendments to the old constitu tion, thus materially modifying its character. Indiana, like Ohio, has long been dissatisfied with her constitution, and in 1916 a new one was drafted by a convention created for this purpose. However, by reason of a supreme court decision invalidating the procedure in accordance with which the convention had been held, the voters were never given an op portunity to pass upon the document.
