This volume focuses on how, in Europe, the debate on the commons is discussed in regard to historical and contemporary dimensions, critically referencing the work of Elinor Ostrom. It also explores from the perspective of new institutional political ecology (NIPE) how Europe directly and indirectly affected and affects the commons globally. Most of the research on the management of commons pool resources is limited to dealing with one of two topics: either the interaction between local participatory governance and development of institutions for commons management, or a political- economy approach that focuses on global change as it is related to the increasingly globalised expansion of capitalist modes of production, consumption and societal reproduction. This volume bridges the two, addressing how global players affect the commons worldwide and how they relate to responses emerging from within the commons in a global- local (glocal) world. The efficient use of natural resources is key to a sustainable economy, and yet the complexities of the physical aspects of resource efficiency are poorly understood. In this challenging book, the author proposes a major advance in our understanding of this topic by analysing resource efficiency and efficiency gains from the perspective of common pool resources, applying this idea particularly to water resources and its use in irrigated agriculture. The author proposes a novel concept of "the paracommons", through which the savings of increased resource efficiency can be viewed. In effect he asks; "who gets the gain of an efficiency gain?" By reusing, economising and avoiding losses, wastes and wastages, freed up resources are available for further use by four ‘destinations’; the same user, parties directly connected to that user, the wider economy or returned to the common pool. The paracommons is thus a commons of – and competition for – resources salvaged by changes to the efficiency of natural resource systems. The idea can be applied to a range of resources such as water, energy, forests and high-seas fisheries. Five issues are explored: the complexity of resource use efficiency; the uncertainty of efficiency interventions and outcomes; destinations of freed up losses, wastes and wastages; implications for resource conservation; and the interconnectedness of users and systems brought about by efficiency changes. The book shows how these ideas put efficiency on a par with other dimensions of resource governance and sustainability such as equity, justice, resilience and access.

A new approach in commons theory to understand the interactions of technology, society, and nature, supported by case studies of new transnational European commons. With the advent of modernity, the sharing of resources and infrastructures rapidly expanded beyond local communities into regional, national, and even transnational space—nowhere as visibly as in Europe, with its small-scale political divisions. This volume views these shared resource spaces as the seedbeds of a new generation of technology-rich bureaucratic and transnational commons. Drawing on the theory of cosmopolitanism, which seeks to model the dynamics of an increasingly interdependent world, and on the tradition of commons scholarship inspired by the late Elinor Ostrom, the book develops a new theory of “cosmopolitan commons” that provides a framework for merging the study of technology with such issues as risk, moral order, and sustainability at levels beyond the nation-state. Japan is one of the world’s largest fish-eating countries with a long history, and has developed its own customs and values in terms of managing fisheries resources. The first half of this book introduces the history and institutional features of capture fisheries management in Japan, with 9 case studies from sub-arctic to tropical ecosystems, from sedentary to migratory species, and from small-scale coastal to offshore industrial fisheries. For example, coastal fisheries management is more community-based, and local people have the authority and take priority in the decision-making process. In contrast, offshore fisheries are more industrialized and commercially oriented, and the national government plays a major role in their management. One of the main challenges in world fisheries is to implement the ecosystem approach, but there is no one-size-fits-all solution for its implementation. The second half of this book considers the advantages and limitations of the Japanese fisheries management regime and discusses the necessary environmental policy measures to bridge the gaps between fisheries management and ecosystem-based management. As a case study, management measures in the Shiretoko World Natural Heritage area are analyzed. In closing, the Grand Plan of Japanese fisheries policy for the next 20 years and three future scenarios are presented.
