Book Description
A modern telecommunications network is an essential infrastructure for the world's developing nations. The emergence of new technologies, the entrance of supra-national carriers, and deregulation in the telecommunications sector have resulted in the globalization of telecommunications and the opening of markets on every continent. Collecting the work of 19 expert contributors, this book provides a comprehensive examination of what African countries are doing to build their telecommunications capabilities. Africa has historically lagged behind other regions in developing its telecommunications infrastructure, and the penetration rate for basic service is still relatively low. But as some African nations undergo restructuring, they have begun to open their networks to foreign investors and regional cooperative ventures to expand basic and advanced telecommunications services. The contributors discuss the uneven pace of economic, regulatory, and social change among African nations as state telecommunications monopolies maintain their hold in some countries and give way to privatization in others. Analyzing the political and economic changes of the 1990s, the contributors provide clues about how Africa can shake off decades of inertia and prepare to take part in the global information economy. Edited by an internationally recognized authority on telecommunications, this volume is the latest in a series that surveys telecommunications in the major regions of the world. Thorough and accessible, it is a valuable resource for students and scholars in the areas of communications, economics, regulatory law, telecommunications engineering, and African studies, as well as telecommunications professionals and policy makers.

Book Description
'Telecommunications Technology and Native Americans: Opportunities and Challenges' examines the potential of telecommunications to improve the socioeconomic conditions of Native Americans - American Indians, Alaska Natives, and Native Hawaiians - living in rural, remote areas, and to help them maintain their cultures and exercise control over their lives and destinies. The report discusses the opportunities for Native Americans to use telecommunications (including computer networking, videoconferencing, multimedia, digital and wireless technologies, and the like) in the realms of culture, education, health care, economic development, and governance. It also explores the challenges and barriers to realizing these opportunities, notably the need to improve the technology infrastructure (and access to it), technical training, leadership, strategic partnerships, and telecommunications planning on Indian reservations and in Alaska Native villages and Native Hawaiian communities. Prepared at the request of the Senate Committee on Indian Affairs, this is the first federal government report on Native American telecommunications. It provides a framework for technology planning and policy actions by Congress and relevant federal agencies, as well as by Native leaders and governments. Native Americans were involved throughout the study. OTA made site visits to six states and consulted with Native leaders and technology experts in about two dozen other states. Computer networking was used extensively for research and outreach, and OTA developed the Native American Resource Page for this study, a World Wide Web home page accessible via OTA Online (http://www.ota.gov/nativea.html).

Book Description
Broadband Satellite Communication Systems and the Challenges of Mobility is an essential reference for both academic and professional researchers in the field of telecommunications, computer networking and wireless networks. Recently the request of multimedia services has been rapidly increasing and satellite networks appear to be attractive for a fast service deployment and for extending the typical service area of terrestrial systems. In comparison with traditional wide area networks, a characteristic of satellite communication systems is their ability in broadcasting and multicasting multimedia information flows anywhere over the satellite coverage. The papers presented in this volume highlight key areas such as Satellite Network Architectures, Services and Applications; Mobile Satellite Systems and Services; and Hybrid Satellite and Terrestrial Networks. Mobility will inevitably be one of the main characteristics of future networks, terminals and applications and, thus, extending and integrating fixed network protocols and services to mobile systems represents one of the main issues of present networking. The secondary focus of this volume is on challenges of mobility, that is, on technologies, protocols and services for the support of seamless and nomadic user access to new classes of applications in person-to-person, device-to-device and device-to-person environments. The book comprises recent results of research and development in the following areas; Seamless mobility; Mobile ad hoc and sensor networks; Analysis, simulation and measurements of mobile and wireless systems; Integration and inter-working of wired and wireless networks; QoS in mobile and wireless networks; Future trends and issues concerning mobility. This state -of-the-art volume contains a collection of papers from two of the workshops of the 18th IFIP World Computer Congress, held August 22-27, 2004, in Toulouse, France: the Workshop on Broadband Satellite Communication Systems, and the Workshop on the Challenges of Mobility.

Book Description
First published in 1990, The Political Economy of Communications explores the central theme of the relationship between politics and markets in policy development. The contributors show how governments have been drawn into increasing interdependency by technological and market developments, with international institutions like the European Community becoming more important in these policy areas. They argue that neither government ideologies nor market and technological forces offer an adequate account of the processes of change in communications policy. These conclusions lead to a critique of central theories of international political economy, notably neo-liberalism, and the authors advocate instead a neo-pluralist perspective for the study of political economy of communications – an approach that takes institutions much more seriously as a central unit of analysis. The book will be of interest to students of international relations, European studies, and media and telecommunication studies, as well as to political scientists and economists concerned with public policy.
