The wave of radicalisation that most European countries have experienced over the last five years is unprecedented and unlikely to significantly diminish in the near future. Improvements in the traditional counter-terrorism arena (e.g. better intelligence- sharing, improved legislation, more manpower ...) are sorely needed throughout the continent. But it is the opinion of the vast majority of policy-makers and, even more tellingly, most law enforcement and intelligence officials, that CVE measures are necessary components in a comprehensive counter-terrorism strategy. The necessity of boosting the CVE approach as a supplement to traditional counter-terrorism is made even more urgent by recent and likely forthcoming geopolitical events. The Islamic State's loss of large sections and, possibly, all of its territory has resulted (and will likely result even more in the future) in the return of many European foreign fighters to their countries of origin. While some will be arrested, authorities will likely lack the evidence to charge many of them. While monitoring remains the logic and main response to this dynamic, programmes seeking to rehabilitate them appear to be also crucially important.

"Issues relating to political Islam continue to present challenges to European foreign policies in the Middle East and North Africa. In this volume, European and regional experts analyse trends driving the radicalisation of political Islam as well as the contrary trend of de-radicalisation observed in some countries where Islamist parties have secured democratic political participation. A groundbreaking investigation into why so many Islamic radicals are engineers The violent actions of a few extremists can alter the course of history, yet there persists a yawning gap between the potential impact of these individuals and what we understand about them. In Engineers of Jihad, Diego Gambetta and Steffen Hertog uncover two unexpected facts, which they imaginatively leverage to narrow that gap: they find that a disproportionate share of Islamist radicals come from an engineering background, and that Islamist and right-wing extremism have more in common than either does with left-wing extremism, in which engineers are absent while social scientists and humanities students are prominent. Searching for an explanation, they tackle four general questions about extremism: Under which socioeconomic conditions do people join extremist groups? Does the profile of extremists reflect how they self-select into extremism or how groups recruit them? Does ideology matter in sorting who joins which group? Lastly, is there a mindset susceptible to certain types of extremism? Using rigorous methods and several new datasets, they explain the link between educational discipline and type of radicalism by looking at two key factors: the social mobility (or lack thereof) for engineers in the Muslim world, and a particular mindset seeking order and hierarchy that is found more frequently among engineers. Engineers' presence in some extremist groups and not others, the authors argue, is a proxy for individual traits that may account for the much larger question of selective recruitment to radical activism. In the past few years jihadist terrorism and radicalization have become some of the most critical threats to the Mediterranean region. Countering violent extremism (CVE) has thus become a crucial priority in the area. While the responses of local governments have been varied, with a greater focus on the use of hard-power, repressive measures, the need to add alternative actions of prevention and rehabilitation to the already existing repressive policies has been highlighted by authorities throughout the region. Over the course of the last 1400 years, Islam has grown from a small band of followers on the Arabian peninsula into a global religion of over a billion believers. How did this happen? The usual answer is that Islam spread by the sword-believers waged jihad against rival tribes and kingdoms and forced them to convert. Lamin Sanneh argues that this is far from the whole story. Beyond Jihad examines the origin and evolution of the African pacifist tradition in Islam, beginning with an inquiry into the faith's origins and expansion in North Africa and its transmission across trans-Saharan trade routes to West Africa. The book focuses on the ways in which, without jihad, the religion spread and took hold, and what that tells us about the nature of religious and social change. At the heart of this process were clerics who used religious and legal scholarship to promote Islam. Once this clerical class emerged, it offered continuity and stability in the midst of political changes and cultural shifts, helping to inhibit the spread of radicalism, and subduing the urge to wage jihad. With its policy of religious and inter-ethnic accommodation, this pacifist tradition took Islam beyond traditional trade routes and kingdoms into remote districts of the Mali Empire, instilling a patient, Sufi-inspired, and jihad-negating impulse into religious life and practice. Islam was successful in Africa, Sanneh argues, not because of military might but because it was made African by Africans who adapted it to a variety of contexts.
