This in tum has posed a tremendous need for a larger computational power than can be provided by conventional scalar processors which are oriented towards numeric and data manipulations. Due to the artificial intelligence requirements (symbolic manipulation, knowledge representation, non-deterministic computations and dynamic resource allocation) and neural network computing approach (non-programming and learning), a different set of constraints and demands are imposed on the computer architectures for these applications.

Disciplines, including Human-Computer Interaction (HCI), consist of knowledge supporting practices which solve general problems (Long & Dowell, 1989). A disci pline thus requires knowledge to be acquired which can be applied by practitioners to solve problems within the scope of the discipline. In the case of HCI, such knowledge is being acquired through research and, less formally, through the description of successful system development practice. Some have argued that knowledge is further embodied in the artefacts. HCI knowledge is applied to solve user interface design problems. Such applica tion is facilitated if the knowledge is expressed in a conception which makes explicit the design problems of practitioners. A conception has been proposed by Dowell & Long (1989). The conception provides a framework within which to reason about the implications of designs for system performance. The framework is concordant with the trend towards design, discernible in recent HCI research. It is further compatible with notions of top-down design, fundamental to software engineering practice. 2 Teaching and the HeI Research and Development Gap 2.1 An Assessment of Current HCI Education Teaching is one means by which practitioners learn to specify discipline problems. It is also a means by which they acquire knowledge to enable the problems to be solved.

Most legal expert systems attempt to implement complex models of legal reasoning. But the utility of a legal expert system lies not in the extent to which it simulates a lawyer’s approach to a legal problem, but in the quality of its predictions and of its arguments. A complex model of legal reasoning is not necessary: a successful legal expert system can be based upon a simplified model of legal reasoning. Some researchers have based their systems upon a jurisprudential approach to the law, yet lawyers are patently able to operate without any jurisprudential insight. A useful legal expert system should be capable of producing advice similar to that which one might get from a lawyer, so it should operate at the same pragmatic level of abstraction as does a lawyer—not at the more philosophical level of jurisprudence. A legal expert system called SHYSTER has been developed to demonstrate that a useful legal expert system can be based upon a pragmatic approach to the law. SHYSTER has a simple representation structure which simplifies the problem of knowledge acquisition. Yet this structure is complex enough for SHYSTER to produce useful advice. SHYSTER is a case-based legal expert system (although it has been designed so that it can be linked with a rule-based system to form a hybrid legal expert system). Its advice is based upon an examination of, and an argument about, the similarities and differences between cases. SHYSTER attempts to model the way in which lawyers argue with cases, but it does not attempt to model the way in which lawyers decide which cases to use in those arguments. Instead, it employs statistical techniques to quantify the similarity between cases. It decides which cases to use in argument, and what prediction it will make, on the basis of that similarity measure. SHYSTER is of a general design: it can provide advice in areas of case law that have been specified by a legal expert using a specification language. Hence, it can operate in different legal domains. Four different, and disparate, areas of law have been specified for SHYSTER, and its operation has been tested in each of those domains. Testing of SHYSTER in these four domains indicates that it is exceptionally good at predicting results, and fairly good at choosing cases with which to construct its arguments. SHYSTER demonstrates the viability of a pragmatic approach to legal expert system design.

Digital Libraries are complex and advanced forms of information systems which extend and augment their physical counterparts by amplifying existing resources and services and enabling development of new kinds of human problem solving and expression. Their complexity arises from the data-rich domain of discourse as well as from extended demands for multi-disciplinary input, involving distributed systems architectures, structured digital documents, collaboration support, human-computer interaction, information filtering, etc. In addition to the broad range of technical issues, ethics and intellectual property rights add to the complication that is normally associated with the development, maintenance, and use of Digital Libraries. The Second European Conference on Digital Libraries (ECDL’98) builds upon the success of the first of this series of European Conferences on Research and Advanced Technology for Digital Libraries, held last year in Pisa, Italy, September 1-3, 1997. This series of conferences is partially funded by the TMR Programme of the European Commission and is actively supported and promoted by the European Research Consortium on Informatics and Mathematics (ERCIM). The aim is to bring together the different communities involved in the development of Digital Libraries, to review progress and to discuss strategies, research and technological development (RTD) issues, as well as specific topics related to the European context. These communities include professionals from universities, research centres, industry, government agencies, public libraries, etc.
