A political scientist who went on to become president, Woodrow Wilson envisioned a "responsible government" in which a strong leader and principled party would integrate the separate executive and legislative powers. His ideal, however, was constantly challenged by political reality. Daniel Stid explores the evolution of Wilson's views on this form of government and his endeavors as a statesman to establish it in the United States. The author looks over Professor and then President Wilson's shoulder as he grappled with the constitutional separation of powers, demonstrating the importance of this effort for American political thought and history. Although Wilson is generally viewed as an unstinting and effective opponent of the separation of powers, the author reveals an ambivalent statesman who accommodated the Founders' logic. This book challenges both the traditional and revisionist views of Woodrow Wilson by documenting the moderation of his statesmanship and the resilience of the separation of powers. In doing so, it sheds new light on American political development from Wilson's day to our own. Throughout the twentieth century, political scientists and public officials have called for constitutional changes and political reforms that were originally proposed by Wilson. By reexamining the dilemmas presented by Wilson's program, Stid invites a reconsideration of both the expectations we place on the presidency and the possibilities of leadership in the Founders' system. Tocqueville's view that a virtuous and viable democracy depends on robust associational life has become a cornerstone of contemporary democratic theory. Democratic theorists generally agree that issue networks, recreational associations, support circles, religious groups, unions, advocacy groups, and myriad other kinds of associations enhance democracy by cultivating citizenship, promoting public deliberation, providing voice and representation, and enabling varied forms of governance. Yet there has been little work to show how and why different kinds of association have different effects on democracy--many supportive but others minimal or even destructive. This book offers the first systematic assessment of what associations do and don't do for democracy. Mark Warren explains how and when associational life expands the domain, inclusiveness, and authenticity of democracy. He looks at which associations are most likely to foster individuals' capacities for democratic citizenship, provoke political debate, open existing institutions, guide market activities, or bring democratic decision-making to new venues. Throughout, Warren also considers the trade-offs involved, noting, for example, that organizational solidarity can dampen internal dissent and deliberation even as it enhances public deliberation. Blending political and social theory with an eye to social science, Democracy and Association will draw social scientists with interests in democracy, political philosophers, students of public policy, as well as the many activists who fortify the varied landscape we call civil society. Introduction by Ralph McInerny The essays in this volume, indebted in great part to Jacques Maritain and to other Neo-Thomists, represent a contribution to an understanding of beauty and the arts within the Aristotelian-Thomistic tradition. As such they constitute a different voice in present-day discussions on beauty and aesthetics, a voice which nonetheless shares with many of its contemporaries concern over questions such as the relationship between beauty and morality, public funding of the arts and their educational role, objective and universal standards of what is beautiful. In the tradition in which the contributors of this volume reflect, beauty manifests itself in the order of the universe, an order that provides human reason with a window onto the transcendent. For Aristotle and Aquinas the natural order grounds both art and morality, and yet it is this very order which has been called into question by modern science and philosophy. Instead of pointing us to a suprahuman order, the beautiful then points to the order of human freedom and creativity. Reflection on the beautiful since the modern philosopher Immanuel Kant has thus often taken a subjectivistic turn. Because of the importance of beauty and art in human existence, in man's education and life as a moral and political being, an alternative should be sought to any reduction of the beautiful to a purely subjective experience or cultural construct. The Aristotelian-Thomistic tradition, in dialogue with modern and contemporary conceptions of the beautiful, provides us with just that alternative, and thus the essays herein represent a decisive step in the "journey for Thomistic aesthetics." Nations and international organizations are increasingly using sanctions as a means to achieve their foreign policy aims. However, sanctions are ineffective if they are executed without a clear strategy responsive to the nature and changing behavior of the target. In The Art of Sanctions, Richard Nephew offers a much-needed practical framework for planning and applying sanctions that focuses not just on the initial sanctions strategy but also, crucially, on how to calibrate along the way and how to decide when sanctions have achieved maximum effectiveness. Nephew—a leader in the design and implementation of sanctions on Iran—develops guidelines for interpreting targets’ responses to sanctions based on two critical factors: pain and resolve. The efficacy of sanctions lies in the application of pain against a target, but targets may have significant resolve to resist, tolerate, or overcome this pain. Understanding the interplay of pain and resolve is central to using sanctions both successfully and humanely. With attention to these two key variables, and to how they change over the course of a sanctions regime, policy makers can pinpoint when diplomatic intervention is likely to succeed or when escalation is necessary. Between the sixteenth and the nineteenth centuries, the west central African kingdom of Kongo practiced Christianity and actively participated in the Atlantic world as an independent, cosmopolitan realm. Drawing on an expansive and largely unpublished set of objects, images, and documents, Cecile Fromont examines the advent of Kongo Christian visual culture and traces its development across four centuries marked by war, the Atlantic slave trade, and, finally, the rise of nineteenth-century European colonialism. By offering an extensive analysis of the religious, political, and artistic innovations through which the Kongo embraced Christianity, Fromont approaches the country's conversion as a dynamic process that unfolded across centuries. The African kingdom's elite independently and gradually intertwined old and new, local and foreign religious thought, political concepts, and visual forms to mold a novel and constantly evolving Kongo Christian worldview. Fromont sheds light on the cross-cultural exchanges between Africa, Europe, and Latin America that shaped the early modern world, and she outlines the religious, artistic, and social background of the countless men and women displaced by the slave trade from central Africa to all corners of the Atlantic world.
