The U.S. armed forces must be prepared to deploy to a wide range of locations and confront adversaries that span the threat spectrum from poorly armed bands to peer-level foes. In future operations, the United States is also likely to face a range of anti-access and area denial threats that require a joint or combined response. Anti-access challenges prevent or degrade a force's ability to enter an operational area and can be geographic, military, or diplomatic. Area denial challenges are threats to forces within the operational area. As they relate to U.S. ground forces, these latter threats are characterized by the opponent's ability to obstruct the actions of U.S. forces once they have deployed. This report reviews selected findings from a study of Army and joint anti-access and area denial challenges. It also proposes a joint approach to countering these threats in future operations. There are important interdependencies and synergies between the services in terms of their ability to overcome these types of challenges. For example, some threats to the Army's ability to deploy to an operational area must be addressed primarily by the other services. Likewise, the Army could provide considerable assistance to the Air Force and Navy in suppressing or destroying air defenses that challenge joint air operations. For this reason, the services will need to work together to develop operational concepts and systems that will be effective in countering emerging and growing threats in future operations.

The US Department of Defense has designated newly developed technologies with increased range and lethality, designed to prevent opposing forces from maneuvering to or within an operational area, as "anti-access" and "area denial" threats. These threats represent one of the most significant challenges to US military superiority and could potentially threaten US interests abroad if the US does not take steps to balance those threats with new strategies. Understanding the capabilities referred to by the anti-access and area denial labels, and the ways potential adversaries may employ those capabilities, provides the first key to mitigating their presence, deterring their use, and defeating them in combat if necessary. Development of AirSea Battle by the US Air Force and US Navy, coupled with the application of capabilities as outlined by existing joint doctrine, may provide a way to accomplish the imperative set forth in the 2012 Defense Strategic Guidance - to project power despite anti-access and area denial challenges. Additionally, operational level planners must consider a critical review of joint doctrine with respect to the new and emerging threats posed by increasingly sophisticated anti-access and area denial weapons, as well as how to integrate the ideas presented by the AirSea Battle concept into existing or newly developed joint doctrine. In the resource-constrained era of the near future, the joint force will require efficient solutions to difficult problems such as the one caused by anti-access and area denial weapons. The Army must recognize its role in overcoming these threats and the implications they will have on the way the Army operates as part of the joint force. Finally, the Army, in coordination with the other services, must organize and train to defeat anti-access and area denial threats both to strategically deter anti-access and area denial capabilities from being used against them, and in anticipation of defeating them operationally in future conflict.

The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. U.S. strategists have become increasingly concerned that an adversary might use "antiaccess" strategies to interfere with our ability to deploy or operate military forces overseas. The authors analyzed Chinese military-doctrinal publications to see what strategies China might employ in the event of a conflict with the United States. They then assessed how these strategies might affect U.S. military operations and identified ways to reduce these effects. It appears possible that China could use antiaccess strategies to defeat the United States in a conflict--not in the sense of destroying the U.S. military but in the sense of accomplishing China's military and political objectives while preventing the United States from accomplishing all or some of its own. The United States can, however, take steps to counter such threats, including strengthening active and passive defenses at theater air bases, diversifying basing options for aircraft, and strengthening defenses against covert operative attack. In addition, the U.S. military needs to acquire or improve its capabilities in a number of areas, including ballistic and cruise missile defense, antisubmarine warfare, and minesweeping.
