The last decade has witnessed a conspicuous alteration in policies protecting unemployed people in modern welfare states. Social policies are increasingly designed to encourage economic independence. Policy makers have introduced a wide range of reforms linking disability, unemployment, and welfare programs cash benefits to work-oriented measures.Welfare policies are being framed by a new emphasis on recipients' obligations, emphasizing that the receipt of benefits creates a responsibility to take action towards becoming self-reliant. The objective is to minimize the duration of dependence or improve the well-being of family or community. Activating the Unemployed addresses this growing interest in work-oriented measures. This represents a shift in the dominant discourse on social welfare from focus on the citizen's rights to social benefits to emphasis on their responsibilities to work and lead an active life. In this volume, a distinguished array of international contributors provide cross-cultural perspectives to analyze recent diverse policy initiatives to activate the unemployed in nine countries-Britain, France, Italy, the Netherlands, New Zealand, Norway, Sweden, Switzerland, and the United States. Each provides a systematic account of the background, design, implementation, and results of employment-oriented measures. Collectively they permit comparison of organized responses to common problems in the areas of public assistance (welfare), unemployment, and disability, among others. Written by two leading international experts, Early Childhood in the Anglosphere offers a unique comparison of early childhood education and care services, and parenting leave, across seven high-income Anglophone countries. Peter Moss and Linda Mitchell explore what these systems have in common, including the dominance of ‘childcare’ services, widespread privatisation and marketisation, and weak parenting leave. They highlight the substantial failings of these systems, and the causes and consequences of these failings. But this book is ultimately about hope, about how these failings might be made good through major changes. In other words, it is about transformation: why transformation is both necessary and possible at this particular time, what transformation might look like, and how it might happen. Part of that transformation concerns the need for new policies and structures, but even more it is about how the Anglosphere thinks about early childhood. The authors call for turning away from conceptualising early childhood services as `childcare' and marketised businesses selling commodities to parent-consumers; and for reconceptualising them as education imbued with an ethics of care, a public good available as a right to all children and families, and complemented by well-paid, individual entitlements to parenting leave. Using examples from the Anglosphere and beyond, and in a context of converging crises, the book argues that transformation of thinking, policies and structures is desirable and doable.

As the United States devotes extensive resources to health care, evaluating how successfully the U.S. system delivers high-quality, high-value care in an equitable manner is essential. At the request of Congress, the Agency for Healthcare Research and Quality (AHRQ) annually produces the National Healthcare Quality Report (NHQR) and the National Healthcare Disparities Report (NHDR). The reports have revealed areas in which health care performance has improved over time, but they also have identified major shortcomings. After five years of producing the NHQR and NHDR, AHRQ asked the IOM for guidance on how to improve the next generation of reports. The IOM concludes that the NHQR and NHDR can be improved in ways that would make them more influential in promoting change in the health care system. In addition to being sources of data on past trends, the national healthcare reports can provide more detailed insights into current performance, establish the value of closing gaps in quality and equity, and project the time required to bridge those gaps at the current pace of improvement.
