In a crucial shift within posthumanistic media studies, Bernhard Siegert dissolves the concept of media into a network of operations that reproduce, displace, process, and reflect the distinctions fundamental for a given culture. Cultural Techniques aims to forget our traditional understanding of media so as to redefine the concept through something more fundamental than the empiricist study of a medium’s individual or collective uses or of its cultural semantics or aesthetics. Rather, Siegert seeks to relocate media and culture on a level where the distinctions between object and performance, matter and form, human and nonhuman, sign and channel, the symbolic and the real are still in the process of becoming. The result is to turn ontology into a domain of all that is meant in German by the word Kultur. Cultural techniques comprise not only self-referential symbolic practices like reading, writing, counting, or image-making. The analysis of artifacts as cultural techniques emphasizes their ontological status as “in-betweens,” shifting from firstorder to second-order techniques, from the technical to the artistic, from object to sign, from the natural to the cultural, from the operational to the representational. Cultural Techniques ranges from seafaring, drafting, and eating to the production of the sign-signaldistinction in old and new media, to the reproduction of anthropological difference, to the study of trompe-l’oeils, grids, registers, and doors. Throughout, Siegert addresses fundamental questions of how ontological distinctions can be replaced by chains of operations that process those alleged ontological distinctions within the ontic. Grounding posthumanist theory both historically and technically, this book opens up a crucial dialogue between new German media theory and American postcybernetic discourses.

The prevalent image of the late Carolingian age is one of decline and fall. Charles III the Simple's (893/898-923) rule, which has hardly received any scholarly attention since the late 19th century, is perceived to have been the classic example of this development. Enthroned by rebels as well as cast down by a rebellion he is said to have been a weak ruler, powerless in the face of the ambitions of the nobles of the West Frankish realm. Yet, what do weak and powerless mean? In modern scholarship, early medieval rule is understood not as a question of command and obedience but as the result of cooperation between rulers and nobles. Thus, royal actions, such as the defence of the realm against the Northmen, interactions with other rulers or in regard to conflicts with or between the nobles, are reflections of the relations between the ruler and the circle of nobles around him. A ruler's power therefore depended on his ability to integrate the most powerful nobles into his rule, to mediate between their interests and to create consensus over the course of action. Based on this view, a new assessment of Charles the Simple's rule, the circle of nobles around him, the actions taken by him and thus his royal power is provided in this study, with the rules of his predecessors since the death of Charles the Bald in 877 serving as a basis for comparison. This open access volume is the first comprehensive assessment of the Hindu Kush Himalaya (HKH) region. It comprises important scientific research on the social, economic, and environmental pillars of sustainable mountain development and will serve as a basis for evidence-based decision-making to safeguard the environment and advance people’s well-being. The compiled content is based on the collective knowledge of over 300 leading researchers, experts and policymakers, brought together by the Hindu Kush Himalayan Monitoring and Assessment Programme (HIMAP) under the coordination of the International Centre for Integrated Mountain Development (ICIMOD). This assessment was conducted between 2013 and 2017 as the first of a series of monitoring and assessment reports, under the guidance of the HIMAP Steering Committee: Eklabya Sharma (ICIMOD), Atiq Raman (Bangladesh), Yuba Raj Khatiwada (Nepal), Linxiu Zhang (China), Surendra Pratap Singh (India), Tandong Yao (China) and David Molden (ICIMOD and Chair of the HIMAP SC). This First HKH Assessment Report consists of 16 chapters, which comprehensively assess the current state of knowledge of the HKH region, increase the understanding of various drivers of change and their impacts, address critical data gaps and develop a set of evidence-based and actionable policy solutions and recommendations. These are linked to nine mountain priorities for the mountains and people of the HKH consistent with the Sustainable Development Goals. This book is a must-read for policy makers, academics and students interested in this important region and an essentially important resource for contributors to global assessments such as the IPCC reports.
