U.S. Army Aberdeen Proving Ground (APG) is a National Priorities List installation performing environmental investigations under the auspices of a Federal Facilities Interagency Agreement. Data necessary to evaluate risk to human health and the environment will be collected as part of the Terrestrial and Ecological Risk Assessment. To ensure data quality is maintained, a Quality Assurance Project Plan (QAPjP) was prepared. The Quality Assurance Project Plan (QAPiP) delineates the purpose, policies, Standard Operating Procedures (SOPs), and organization of the QA Program which will be used to establish the integrity of APC project activities. The QAPjP encompasses all environmentally-related measurements, and includes the measurement of chemical, physical, and biological parameters in the environment. The quality assurance system integrates the quality planning, assessment, and improvement efforts of various groups in the organization to provide the independent QA program necessary to establish and maintain an effective system for environmental analyses and related activities. The program encompasses the generation of valid and complete data and its subsequent review, validation, and documentation.

J-Field encompasses about 460 acres at the southern end of the Gunpowder Neck Peninsula in the Edgewood Area of APG (Figure 2.1). Since World War II, the Edgewood Area of APG has been used to develop, manufacture, test, and destroy chemical agents and munitions. These materials were destroyed at J-Field by open burning and open detonation (OB/OD). For the purposes of this project, J-Field has been divided into eight geographic areas or facilities that are designated as areas of concern (AOCs): the Toxic Burning Pits (TBP), the White Phosphorus Burning Pits (WPP), the Riot Control Burning Pit (RCP), the Robins Point Demolition Ground (RPDG), the Robins Point Tower Site (RPTS), the South Beach Demolition Ground (SBDG), the South Beach Trench (SBT), and the Prototype Building (PB). The scope of this project is to conduct a remedial investigation/feasibility study (RI/FS) and ecological risk assessment to evaluate the impacts of past disposal activities at the J-Field site. Sampling for the RI will be carried out in three stages (I, II, and III) as detailed in the FSP. A phased approach will be used for the J-Field ecological risk assessment (ERA).
