Inhaltsangabe:Einleitung: Die vorliegende Arbeit kann in das Rahmenthema Möglichkeiten der modernen Telematik für die Entwicklung ländlicher Räume eingeordnet werden, zu dem schon viel publiziert wurde. Die Themen Telearbeit und Telezentren wurden dabei unter mehreren Gesichtspunkten wissenschaftlich bearbeitet, die Bandbreite der Untersuchungen reicht von Arbeiten über die allgemeine Bedeutung von Telezentren für die Regionalentwicklung bis hin zu Analysen über die Arbeits- und Organisationsstrukturen von Telearbeit und Telezentren aus organisationspsychologischer Sicht. Während allerdings bei den meisten wissenschaftlichen Arbeiten zu diesem Thema die theoretischen Einflüsse von Telearbeit und Telezentren auf den ländlichen Arbeitsmarkt im Mittelpunkt des Interesses stehen, ist es Ziel dieser Arbeit, die Diskussion über den Sinn oder Unsinn von Telearbeit und deren Beitrag zur wirtschaftlichen Entwicklung ländlicher Regionen auf eine solide empirische Basis zu stellen. Dazu werden case studies von Telezentren durchgeführt, die auf eine bereits mehrjährige praktische Erfahrung zurückblicken können. Als Ergebnis wird zuerst eine klare Typisierung von Formen von Telezentren entwickelt, denen dann typische geographische und interne Parameter des Erfolges zugewiesen werden konnten. Als Untersuchungsgebiet wurde Großbritannien gewählt, da dort europaweit einige der ersten Telezentren errichtet wurden und sich daher bereits ein großer Erfahrungsschatz zum Thema Telezentren und Telearbeit angesammelt hat. Das ist von umso höherer Bedeutung, als der Erfolg von Telezentren erst nach einem gewissen Zeitraum abzuschätzen ist, nachdem Kinderkrankheiten bekannt geworden sind und sich erfolgreiche bzw. weniger erfolgreiche Strategien eines Telezentrums herausbilden konnten. Da eine Typisierung von Telezentren und die geographischen und internen Erfolgsparameter eines Telezentrums bisher in der Literatur wenig behandelt worden sind, betritt diese Arbeit relatives Neuland und muss daher eher in die Tiefe gehen als in die Breite . Eine quantitative Untersuchung zu diesem Themenbereich wäre wegen der unzureichenden Vorkenntnisse über das Untersuchungsobjekt von geringem Wert. Daher stützt sich der empirische Teil dieser Arbeit auf Methoden der qualitativen Sozialforschung. Inhaltsangabe:Abstract: For several years, business process management (BPM) has been more than just a catchword. Smooth and efficient processes are important for organizations in order to be able to survive or, even more difficult, to operate successfully in a constantly changing environment of fierce competition. Ort account of that, processes must be understood and formally described. The modelling of processes is a major task in BPM. Also in the course of (total) quality management, often in connection with certification, as well as for the selection and installation of standard software products and the development of individual applications, process models are needed. The search for new forms of working, and especially the rapid development of telecommunication technologies, has led to a revival of the discussion about teleworking which has already been started approximately 20 years ago. In comparison to BPM, the development of teleworking is less advanced. For several reasons, among them the prospect of new jobs in less developed regions, teleworking is promoted by governments as well as by international and supranational organizations. Hence, it can be assumed that this form of working will become more and more popular. For responsible managers in their different businesses this means that they will more frequently be confronted with the task of integrating teleworking in existing processes. If a company decides to make teleworking possible for some of its employees, several aspects haue to be considered. Technology: The teleworker's place of work has to be equipped with technical devices as well as the company might need additional equipment. Infrastructure is necessary for communication between teleworker and company. Organization: Jobs that are appropriate for teleworking have to be identified. In this context the current processes should be critically regarded, and if necessary adapted. Legislation: The form of the teleworker's employment contract, employer's liability for accidents, regulations regarding working hours are some of the questions that have to be tackled. Personality: Particularly important are personal characteristics of the people concerned. Teleworkers must be self-disciplined and haue a strong sense of responsibility. Since the 1970s there has been widespread debate on the potential of information communication technologies on the organization of work and in particular, the implications of and opportunities engendered through telework and the decentralization of the workplace. However, despite the possible spatial, cultural, social and economic implications, much of the telework debate has been informed by anecdotal examples, journalistic reporting and individual forecasts. This book aims to further the debate by analyzing the scale, nature and experience of telework in the countryside. It examines how and by whom, telework is set up, and what policy and social changes are taking place to facilitate it in rural areas. Individual teleworkers and the organizations using them are questioned to assess whether rural teleworking is proving as advantageous in practice as it is thought to be in theory. Its conclusions suggest that teleworking may not yet be the solution to the many rural problems such as unemployment and depopulation and that businesses and local authorities still need to develop their policies and strategies to allow this type of working to reach its potential.
