They tend to be considered as the ideal instrument to alleviate an assortment of institutional, political, economic, social and ultimately, technological weaknesses and often form the centrepiece of development strategies. Yet, the real impact of industrial and technology parks, especially in emerging countries is still poorly understood. Focusing on examples from Latin America, Asia, Africa and the Middle East, the book represents a first approach to understand the potential and reality of industrial and technology parks in emerging countries. It is argued that although some parks have been successful in addressing a range of key problems, including underdevelopment, unemployment and a lack of investment, the majority have failed to deliver, rendering the promise of many parks little more than a pipedream.

For decades, governments have tried to foster industrial competitiveness and economic growth. Many instruments are known to work, and many lessons have been learned. However, humanity is increasingly feeling the effects of natural resource depletion. The rate of this depletion is deeply unsustainable, and it is – as of yet – inextricably linked to economic growth and development. To preserve acceptable living conditions for future generations, while at the same time creating these conditions for millions of poor in the first place, we must achieve a de-linking of economic activity and resource depletion. This book identifies the drivers and success factors of green industrial policy, which seeks to reconcile the synergies and trade-offs which exist between economic and environmental goals. Greening the economy is a goal which will require enormous investment. As markets are currently failing to provide the required incentives for environmental sustainability, governments must intervene and provide ‘policy rents’ for investments in sustainability while withdrawing rents from polluting investments. For countries as diverse as China and Mauritius, Special Economic Zones (SEZs) have been a powerful tool to attract foreign investment, promote export-oriented growth, and generate employment; for many others, the results have been less than encouraging. While the benefits and limitations of zones will no doubt continue to be debated, what is clear is that policymakers are increasingly attracted to them as an instrument of trade, investment, industrial, and spatial policy. Since the mid 1980s, the number of newly-established zones has grown rapidly in almost all regions, with dramatic growth in developing countries. In parallel with this growth and in the evolving context of global trade and investment, zones are also undergoing significant change in both their form and function, with traditional export processing zones (EPZs) increasingly giving way to larger and more flexible SEZ models. This new context will bring significant opportunities for developing countries to take advantage of SEZs, but will also raise new challenges to their successful design and implementation. This volume aims to contribute to a better understanding of the role and practice of SEZs in developing countries, in order to better equip policymakers in making effective decisions in planning and implementing SEZ programs. Economic and social progress requires a diverse ecosystem of firms that play complementary roles. Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.
