Living independently and participating in one's community are priorities for many people. In many regions across the United States, there are programs that support and enable people with disabilities and older adults to live where they choose and with whom they choose and to participate fully in their communities. Tremendous progress has been made. However, in many cases, the programs themselves â€" and access to them â€" vary not only between states but also within states. Many programs are small, and even when they prove to be successful they are still not scaled up to meet the needs of the many people who would benefit from them. The challenges can include insufficient workforce, insufficient funding, and lack of evidence demonstrating effectiveness or value. To get a better understanding of the policies needed to maximize independence and support community living and of the research needed to support implementation of those policies, the National Academies of Sciences, Engineering, and Medicine convened a public workshop in October 2015. Participants explored policies in place that promote independence and community living for older adults and people with physical disabilities, and identified policies and gaps in policies that can be barriers to independence and the research needed to support changing those policies. This report summarizes the presentations and discussions from the workshop.

Using a historical sociology approach, this book illustrates the formation of the technological state in Indonesia during the New Order period (1966-1998). It explores the nexus between power, high technology, development, and authoritarianism situated in the Southeast Asian context. The book discusses how the New Order regime shifted from the developmental state to the technological state, which was characterized by desire for technological supremacy. The process resulted in the establishment of a host of technological institutions and the undertaking of large-scale high-tech programs. Shedding light on the political dimension of socio-technological transformation, this book looks at the relationship between authoritarian politics and high technology development, and examines how effectively technology serves to sustain legitimacy of an authoritarian power. Nearly half a century ago, the economic historian Harold Innis pointed out that the geographical limits of empires were determined by communications and that, historically, advances in the technologies of transport and communications have enabled empires to grow. This power of communications was demonstrated when Japanese Emperor Hirohito’s radio speech announcing Japan’s surrender and the dissolution of its empire was broadcast simultaneously throughout not only the Japanese home islands but also all the territories under its control over the telecommunications system that had, in part, made that empire possible. In the extension of the Japanese empire in the 1930s and 1940s, technology, geo-strategy, and institutions were closely intertwined in empire building. The central argument of this study of the development of a communications network linking the far-flung parts of the Japanese imperium is that modern telecommunications not only served to connect these territories but, more important, made it possible for the Japanese to envision an integrated empire in Asia. Even as the imperial communications network served to foster integration and strengthened Japanese leadership and control, its creation and operation exacerbated long-standing tensions and created new conflicts within the government, the military, and society in general.
