The federal government generates and increasingly saves a large and growing fraction of its records in electronic form. In 1998, the National Archives and Record Administration (NARA) launched its Electronic Archives (ERA) program to create a system to preserve and provide access to federal electronic records. To assist in this project, NARA asked the NRC to conduct a two-phase study to provide advice as it develops the ERA program. The first two reports (phase one) provided recommendations on design, engineering, and related issues facing the program. This report (phase two) focuses on longer term, more strategic issues including technology trends that will shape the ERA system, archival processes of the ERA, and future evolution of the system. It also provides an assessment of technical and design issues associated with record integrity and authenticity.

Recognizing the greater and greater importance of these electronic records for its mission of preserving "essential evidence," the National Archives and Records Administration (NARA) launched a major new initiative, the Electronic Records Archives (ERA). NARA plans to commence the initial procurement for a production-quality ERA in 2003 and has started a process of defining the desired capabilities and requirements for the system. As part of its preparations for an initial ERA procurement, NARA asked the National Academies' Computer Science and Telecommunications Board (CSTB) to provide independent technical advice on the design of an electronic records archive, including an assessment of how work sponsored by NARA at the San Diego Supercomputer Center (SDSC) helps inform the ERA design and what key issues should be considered in ERA's design and operation.Building an Electronic Records Archie at the National Archives and Records Administration provides preliminary feedback to NARA on lessons it should take from the SDSC work and identifies key ERA design issues that should be addressed as the ERA procurement process proceeds in 2003.

This paper is a response to discussions of digitization at meetings of the National Humanities Alliance (NHA). NHA asked the Council on Library and Information Resources (CLIR) to evaluate the experiences of cultural institutions with digitization projects to date and to summarize what has been learned about the advantages and disadvantages of digitizing culturally significant materials. Findings revealed that digitization often raises expectations of benefits, cost reductions, and efficiencies that can be illusory and, if not viewed realistically, have the potential to put at risk the collections and services libraries have provided for decades. One such false expectation--that digital conversion has already or will shortly replace microfilming as the preferred medium for preservation reformatting--could result in irreversible losses of information. This paper defines digital information; identifies weaknesses of digitization as a preservation treatment; discusses the benefits and drawbacks of digital technology for access; and highlights issues institutions must consider in contemplating a digital conversion project. European memory institutions are repositories of a wealth of rare documents that record public domain content. These documents are often stored in ‘dark-archives’ to which members of the public are granted limited access, resulting in the public domain content recorded therein being relegated to a form of ‘forgotten-knowledge’. Digitisation offers a means by which such public domain content can be made speedily and easily accessible to users around the world. For this reason, it has been hailed as the harbinger of a new ‘digital renaissance’. This book examines the topical issue of the need to preserve exclusivity over digitised versions of rare documents recording public domain content. Based on data gathered through an empirical survey of digitisation projects undertaken by fourteen memory institutions in five European Union Member States, it argues for the introduction of exclusive rights in digitised versions of rare documents recording public domain textual content as a means of incentivising private-sector investment in the digitisation process. It concludes by presenting a detailed proposal for a European Union Regulation that would grant memory institutions a limited-term related right in digitised versions of rare documents held in their collections subject to stringent exceptions and limitations that are designed to safeguard user interests.

Cataloging standards practiced within the traditional library, archive and museum environments are not interoperable for the retrieval of objects within the shared online environment. Within today’s information environments, library, archive and museum professionals are becoming aware that all information objects can be linked together. In this way, information professionals have the opportunity to collaborate and share data together with the shard online cataloging environment, the end result being improved retrieval effectiveness. But the adaptation has been slow: Libraries, archives and museums are still operating within their own community-specific cataloging practices. This book provides a historical perspective of the evolution of linking devices within the library, archive, and museums environments, and captures current cataloging practices in these fields. It offers suggestions for moving beyond community-specific cataloging principles and thus has the potential of becoming a springboard for further conversation and the sharing of ideas.
