Much of East Asia continues to grow rapidly, driven to a considerable extent by China. Urbanization is proceeding at pace. Demand for infrastructure services is increasing massively, particularly in cities. Much of the demand comes from the newly urbanized poor. Infrastructure has to meet their needs, but has also to continue to provide the underpinnings for the regionOCOs growth. The complexity of responding to these demands is greater than ever, and the cost of getting things wrong very high. Poorly conceived infrastructure investments today would have a huge environmental, economic, and social impact OCo and be very costly to fix later. This report provides an up-to-date compendium of what is known about weather variability and projected climate trends and their impacts on energy service provision and demand. It discusses emerging practices and tools for managing these impacts and integrating climate considerations into planning processes and operational practices in an environment of uncertainty. It focuses on energy sector adaptation, rather than mitigation which is not discussed in this report. It suffered the highest loss from natural disasters in the world (as a ratio to GDP) in 2018 and is among the top five over the last decade (Table 1). Climate change will make this worse. Cyclones will become more intense, with more damage from wind and sea surges. Rising sea levels will cause more flooding, coastal erosion and contaminate fresh water. Daily high temperatures will become more extreme, with more severe floods and drought.
