After 9/11, madrasas have been linked to international terrorism. They are suspected to foster anti-western, traditionalist or even fundamentalist views and to train al-Qaeda fighters. This has led to misconceptions on madrasa-education in general and its role in South Asia in particular. Government policies to modernize and ‘pacify’ madrasas have been precipitous and mostly inadequate. This book discusses the educational system of madrasas in South Asia. It gives a contextual account of different facets of madrasa education from historical, anthropological, theological, political and religious studies perspectives. Some contributions offer recommendations on possible – and necessary – reforms of religious educational institutions. It also explores the roots of militancy and sectarianism in Pakistan, as well as its global context. Since the dawn of the new millennium, combating terrorism has become a primary focus of security professionals throughout the world. The attacks of September 11, 2001, inaugurated a new global era of counterterrorism policy and activity, led by the United States, while many countries—from Algeria and Spain to Sri Lanka and Indonesia—have redoubled their efforts to combat their own indigenous terrorism threats. In the Unites States, the counterterrorism goals identified in the National Strategy for Combating Terrorism (2006) can only be achieved through significant multinational cooperation. The book explores how terrorists use attacks on education to attempt to destabilize the government while the government and the international aid community use increases in school attendance as an ostensible index of largely illusory progress in the overall security situation and in development. The book challenges the notion that unoccupied civilian schools are not entitled under the law of armed conflict to a high standard of protection which prohibits their use for military purposes. Also examined are the potential violations of international law that can occur when government and education aid workers encourage and facilitate school attendance, as they do, in areas within conflict-affected states such as Afghanistan where security for education is inadequate and the risk of terror attacks on education high.
