The capability of robotic technology to perform dangerous military missions without exposing troops to hazard has been of significant interest to the U.S. Army. Much of this interest has focused on unmanned ground vehicles (UGVs). Perceived benefits include force multiplication, reduction of military hazard, and operation in nuclear/biological/chemical environments. UGVs have been discussed for a number of missions, including antitank, mine neutralization, physical security, smoke generation, scout, sentry, forward observer, and others. This report describes and discusses one of the first military UGVs, the robotics test bed (RTB). The RTB is a teleoperated vehicle with on-board automatic target acquisition system and turret-mounted weapon surrogate. The perspective of this report is primarily on robotic target engagement, with other aspects of the program and equipment being covered as context. The history of the program provides context for system design. Major subsystems of the vehicle are described, with detailed description of the target acquisition and engagement subsystems. A description of the use of the system in a recent demonstration of the capabilities of military robotics illustrates how such a system might be used in war fighting. Issues in robotic target engagement are discussed and further work is proposed.

There are two basic ways to control an Unmanned Combat Aerial Vehicle (UCAV) as it searches for targets: allow the UCAV to act autonomously or employ man-in-the-loop control. There are also two target sets of interest: fixed or mobile targets. This research focuses on UCAV-based targeting of mobile targets using man-in-the-loop control. In particular, the interest is in how levels of satellite signal latency or signal degradation affect the ability to accurately track, target, and attack mobile targets. This research establishes a weapon effectiveness model assessing targeting inaccuracies as a function of signal latency and/or signal degradation. The research involved three phases. The first phase in the research was to identify the levels of signal latency associated with satellite communications. A literature review, supplemented by interviews with UAV operators, provided insight into the expected range latency values. The second phase of the research identified those factors whose value, in the presence of satellite signal latency, could influence targeting errors during UCAV employment. The final phase involved developing and testing a weapon effectiveness model explicitly modeling satellite signal latency in UCAV targeting against mobile targets. This phase included an effectiveness analysis study.

The current technological revolution within the U.S. military has grown at a rapid pace. New command and control systems, precision delivered munitions, and improved digital targeting systems are but a few of the technologies currently being used in the Global War on Terror. These systems are aimed at transforming the U.S. military into a 21st century fighting force, taking advantage of the ever advancing world of modern technology development. Within this revolution lie little known research and development programs aimed at delivering systems commonly referred to as unmanned ground vehicles, or UGVs. UGVs are arguably one of the most "transformational" technologies since the airplane. If developed properly, UGVs equipped with special cameras and sensors will afford tactical units the ability to not only locate the enemy, but to also one day assist in the responsive targeting and engagement of enemy combatants on the ground. They will do this day and night, in any weather, in all environments, without fear and without the overriding concerns about the potential loss of human life. This capability would afford new, unexplored concepts in how Marines and Soldiers fight on tomorrow's battlefield, as well as provide decision makers more latitude when weighing considerations of sending troops into harm's way. There will be much less hesitance at sending a machine to look around a corner in a hostile urban battlefield to see where the enemy is. To achieve this technological leap, several critical issues in the development path of UGVs must be researched in order to ensure future doctrinal integration and operational success. UGVs are currently in use in Iraq, but are relegated mainly to explosive ordnance disposal missions. Future UGVs, based on current development programs, will result in systems used in reconnaissance, surveillance, and target acquisition, logistical support, and even casualty recovery and evacuation missions.

"Trainers for force on force training exercises at the Army's maneuver combat training centers and at home station are often distracted from coaching and mentoring responsibilities by the need to perform exercise control and feedback (OAF) functions. The fielding of new weapons and reconnaissance, surveillance, and target acquisition (RSTA) systems as part of force modernization will overwhelm trainers with new requirements unless improved concepts for tactical engagement simulation (TES) and instrumentation systems (IS) are implemented. This study produced an online database that was used to assess the benefits of implementing various new TES and IS concepts, or combinations of concepts, in terms of the number of OAF functions automated, the extent to which each function disrupts trainer coaching and mentoring activities, the number of gaps in training feedback addressed, and the number of systems to which each function or feedback gap applies. The TES and IS concepts we evaluated were designed to address the additional goal of avoiding the stove-pipe nature of past systems. The online database can be used to extent%mine the benefits of additional TES and IS concepts. In response to air power's growing ability to detect and defeat large ground forces in the open, enemy forces are becoming increasingly elusive, operating in smaller formations and using civilian motor traffic, built-up areas, and woods to hide their forces and activities. To help the United States Air Force (USAF) better understand and prepare for a world in which such targets predominate, this book seeks to identify concepts and technologies that could improve the USAF's capability to detect, classify, recognize, and defeat elusive targets, whether dispersed ground forces or mobile ballistic missiles. Emphasized is an integrated system of technologies, focused analysis, and streamlined control procedures that will enable the detect-classify-recognize-defeat cycle to occur in minutes rather than hours or days. Although new technologies (e.g., improved sensors, small unmanned aerial vehicles, hypersonic weapons, automatic target recognition software) are necessary, they alone cannot solve this problem. Rather, it is the combination of pre-battle analysis, new technologies, and streamlined control that offers the potential to dramatically improve U.S. capabilities against elusive targets. This book presents engagement concepts that bring together finders (assets required to identify and track enemy forces, as well as civilians who might be put at risk); controllers (who direct the actions of finders and strike aircraft, select worthwhile targets, and make decisions to engage); and strike assets (ground-to-ground or air-to-ground weapons used to attack the targets). Each concept for detecting and defeating elusive maneuver forces and mobile missiles focuses on attacking enemy vehicles rather than personnel to capitalize on unique signatures that can be detected by clusters of, for example, acoustic, seismic, and imaging sensors, or an integrated system of synthetic aperture, inverse synthetic aperture, and ground moving-target indicator radars. This book should be of interest to airmen serving in plans, operational, analytic, and R & D organizations, as well as the broader defense community.
