Access to sustainable energy is essential for development, poverty reduction and food security. Rwanda, like many other developing countries, is working on identifying sustainable energy solutions to ensure access to energy. Bioenergy is one possible form of renewable energy that countries are looking at to supply part of their energy portfolio. Rwanda currently relies on traditional biomass for energy supply, and shifting away from traditional biomass use would lower its dependency on traditional biomass and improve access to modern sustainable energy forms. Sustainable bioenergy interlinks closely with the agriculture sector, therefore it is necessary to find specific options that minimize negative impacts on the environment and food security. This accomplishes the dual purpose of energy security and food security. This report assesses the use of agriculture residues for the production of bioenergy in Rwanda. The methodology used for the assessment is the Bioenergy and Food Security (BEFS) approach of the Food and Agriculture Organization of the United Nations (FAO). The report provides a detailed assessment of the potential of crop, livestock and woody biomass availability for the production of off-grid electricity solutions and cooking fuels. Through the assessment, a number of specific bioenergy pathways are identified as suitable for bioenergy production. These options should be carried forward for piloting in the country and ground truthing.

The report analysis clearly distinguish feedstock efficiency (in terms of biofuel yields per unit of land) from sustainability, especially under limiting resource (irrigated water) or sensitive areas (carbon stocks). Also, long run economic viability depend on the future policy support, technical innovations in biofuel systems, economics of biofuel supply and demand and trade-offs between food and energy uses as well as feedstock productivity gains. Biofuels can present both advantages and risks for environmental sustainability; the latter being often difficult to measure or monitor and may conflict with economic sustainability unless great strides in productivity gains are achieved. Social sustainability is the weakest link in current biofuel certification schemes owing to intrinsic local factors and as efforts target more few negative social impacts; much less focus is placed on inclusive processes that strengthen marginal stockholders participation and benefits. Biofuel certification schemes need to be more smallholder inclusive, perhaps through policy initiatives. Finally, poor developing countries, especially with abundant land and biomass production potential, need to prioritise food security and poverty reduction. In many cases, biofuel models that encourage small scale integrated bioenergy systems may offer higher rural development impacts. The effort was initi ated by Dr. Harry Sobel, then Editor of Biosources Digest, and a steering committee representing the many disciplines that this field brings together. . When the fiscal and logistical details of the original plan could not be worked out, the idea was temporarily suspended. In the spring of 1982, the Renewable Materials Institute of the State University of New York at the College of Environmental Science and Forestry in Syracuse, New York revived the plan. A number of modifications had to be made, including the venue which was changed from the U.S.A. to Portugal. Additional funding beyond the basic support provided by the Scientific Affairs Division of NATO had to be obtained. Ul timately there were supplementary grants from the Foundation for Microbiology and the Anne S. Richardson Fund to assist student participants. The New York State College of Forestry Foundation, Inc. provided major support through the Renewable Ma terials Institute. The ASI was held in Alcabideche, Portugal from September 26 to October 9, 1982. Eighty participants including fifteen principal lecturers were assembled at the Hotel Sintra Estoril for the program that was organized as a comprehensive course on biomass utilization. The main lectures were supplemented by relevant short papers offered by the participants.
