In the last two decades, the quest for a widely accepted definition of social enterprise has been a central issue in a great number of publications. The main objective of the ICSEM Project (on which this book is based) was to show that the social enterprise field would benefit much more from linking conceptualisation efforts to the huge diversity of social enterprises than from an additional and ambitious attempt at providing an encompassing definition. Starting from a hypothesis that could be termed "the impossibility of a unified definition", the ICSEM research strategy relied on bottom-up approaches to capture the social enterprise phenomenon in its local and national contexts. This strategy made it possible to take into account and give legitimacy to locally embedded approaches, while simultaneously allowing for the identification of major social enterprise models to delineate the field on common grounds at the international level. The focus of this study is the green movement active in Central and Eastern Europe (CEE). In particular, it presents the structural characteristics of the environmental non-governmental organisations (NGOs) of CEE, the profiles of some young environmentalists working in such NGOs, and the evaluation of a training project targeting these young active members. The structure of the NGO sector in CEE is studied through the results of a survey published in 1997 by the Regional Environmental Centre for Central and Eastern Europe (REC). The REC is an international organisation which supports environmental NGOs of CEE by providing them with financial support, technical assistance and capacity builds opportunities. The REC is also the project co-ordinator of the Training for Young Environmental Leaders (TYEL), an advanced training course on organisation and project management and environmental topics. This international training is open to young environmentalists of CEE, and implemented by the REC in partnership with L'Umana Dimora ONLUS (L'UD), the Italian association of environmental protection which is responsible for the study tour in Italy included in the training. The former fellows of the TYEL constitute the sample population surveyed for the purpose of this study which presents the profiles of the Young Environmental Leaders, as far as they can be generalised, but also their opinion on some current environmental issues of their home country. The information collected through these two surveys allows the identification of indicators relevant to conduct the evaluation of the TYEL project. In the evaluation process, the project relevance, effectiveness, efficiency, impacts and sustainability are assessed, focusing specially on the study tour in Italy. As a result of this analysis, L'UD, in particular, and the REC are provided with practical recommendations for the improvement of the TYEL project.
