Regions in the EU's Eastern and Southern peripheries tend to perform badly across many rankings from economic development, to quality of government, social justice and innovation potential, despite the fact that the vast majority of EU structural funding has been spent in these countries. However, these countries followed different development trajectories and reacted differently to the economic crisis. Some of them still struggle, others thrive, others, after years of structural transformation, are stuck in a middle-income trap. Successes and failures as a result of EU cohesion implementation are a valuable source of feedback for future plans. Southern part of the EU, and Central and Eastern Europe provide an excellent opportunity to evaluate them, The whole implementation exercise is sometimes challenging to accomplish, as both the public and private sectors have low absorption capacity. In contrast, positive experiences also emerged. Regions in Central and Eastern European countries witnessed improvements in the form of change in GDP per capita, benchmarked against the EU average during the years 2008-2015, while Southern Europe improved similarly between 2000-2008. In this volume, the authors cover a variety of aforementioned problems and experiences of either all member states, with special attention to peripheral countries, or to sectoral or regional problems in selected countries. The book begins with an overview of the issues of economic convergence and quality of life in all member states. It also addresses political aspects of EU cohesion policy, including involvement of civil society into this public policy, as well as relationships between cohesion policy support and EU identification. The final section discusses an important novelty in the framework of EU cohesion policy, namely the JESSICA initiative, that is, an instrument offering repayable and recyclable funding targeted at economically-viable and sustainable urban development projects.

This book considers the extent to which EU cohesion policy and related pre-accession instruments are contributing to the development of more compound polities in south east Europe and, specifically, promoting multi-level governance. In this respect, there are two points of departure: the first is the argument that the EU is a highly compound polity that tends to pull member (and candidate) states in this direction; the second is the considerable literature that links EU cohesion policy to the promotion of multi-level governance. Following this, we have chosen a range of south east European states whose period of engagement with the EU generally differs: Greece, Slovenia, Bulgaria, Romania, Croatia, F.Y.R. Macedonia and Turkey. The case studies reveal that EU cohesion policy has created more compound polities but that system-wide multi-level governance remains weak and central governments are still prominent. However, there are interesting and potentially important developments in relation to particular features of multi-level governance, not least in states whose engagement with the EU in this sphere is relatively new. This book was published as a special issue of Southeast European and Black Sea Studies.

How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The changes in post-socialist Central and Eastern European countries have been affected by external influences more than any preceding wave of democratization. The contributions in this volume reflect the wide variety of Europeanization processes taking place in Central and Eastern Europe. They not only serve to illustrate the significant differences among post-socialist transformations, but also highlight the variety of theoretical concepts and methodological approaches at our disposal to research different aspects of Europeanization in the broader context of globalization and identity changes. The first part of the book deals with Europeanization ‘from above’, i.e. with the European Commission’s deliberate promotion of specific rules and related policies during the integration process. In the second part of the book, the perspective shifts to Europeanization as a process of changing perceptions, values and identities. The third and final part of this book goes beyond the Europeanization approach. It places Europeanization in the context of the various globalization pressures on civil society.
