This supplement presents the results of our case studies of U.S. and Chinese economic engagement in three sub-Saharan African countries--Angola, Ghana, and Kenya. GAO conducted these case studies to compare the United States' and China's trade, grants and loans, and investment activities in sub-Saharan Africa. GAO selected the three countries on the basis of an assessment of the levels, types, and intersection of the United States' and China's engagement in trade, grants and loans, and investment activity in each country; the three countries' geographic diversity; and input from U.S. government officials and relevant experts. The case studies are meant to be illustrative and are not generalizable. GAO conducted work in Washington, D.C., and in Angola, Ghana, and Kenya, including meetings with officials from U.S. agencies, host-government ministries, U.S. businesses, other donors, and nongovernmental organizations (NGO). GAO was unable to meet with Chinese government officials, despite requests, in Africa or Washington, D.C. GAO has noted data limitations as appropriate, such as lack of available data on China's grants and loans and likely underreporting of its investment data. Overall, GAO determined that the data presented in these case studies are generally reliable for the purposes for which the data are used.

U.S. and Chinese trade in goods with Angola has risen dramatically, dominated by oil imports, with China's trade surpassing the United States'. From 2001 through 2011, China's and the United States' total trade with Angola rose rapidly, reflecting a similarly rapid increase in imports of crude oil; China's total trade surpassed the United States' in 2008, and China's imports of crude oil exceeded the United States' in 2004 and in 2007 through 2011. Imports accounted for 90 percent of the United States' total trade with Angola, and crude oil made up 96 percent of those imports. Imports represented 90 percent of China's total trade, and almost all of its imports were crude oil.

"This book describes China's growing range of activities in Africa, especially in the sub-Saharan region. The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. One case study of Sudan deals with the political presence of China in Sudan and the extent to which Chinese arms suppliers contributed to the current crisis in Darfur. The possibility of Chinese diplomacy offering a solution in that conflict is discussed. The dynamics of internal changes in China – whether these changes impact its national economy or its political order and distribution of power – have imminent influence on its relations with the rest of the world. The important, and perhaps less treated, question vis-à-vis China’s rise is how and to what extent do internal changes in China affect its external behavior and thus its relations with the current world hegemon, the United States. In addition, this publication asks what the clash of two politically, culturally and economically different internal orders of the US and China will mean for their future interactions in the twenty-first century. The aim of this publication is not to measure and encompass the entirety of the posed question, but rather to provide an incursion into this problem through two specific case studies – one focusing on the interactions of two distinct political cultures and the other on the economic, geopolitical and ideological interplay of the US and China on the African continent. As will be demonstrated, incompatible as the two regimes and their respective foreign policies may seem, they will not necessarily predestine conflicts in mutual relations. As America can well coexist with China even if it does not meet the Western standards of a liberal democracy, so does the competition in Africa between these two major powers not have to amount to a zero-sum game. At the end of the day, both countries might meet halfway in their respective political interactions.
